<br />--~~: ! i~~: 401 <br />V <br />Conm~.saioner Ward inquired iP anyone had aonaidered the problems that <br />possibly might arise from the joint ownership of the proposed landfill site. <br />He stated that, to his knowledge, no detail plans for the operation of the ; <br />landfill site had been discussed or agreed upon by the two towns, the <br />University or the County. He stated that if the option wsa not exercised <br />and if an agreement could not be reached between all the parties, then the <br />Board would have created in a residential area a rural industrial treat of <br />land. <br />Commissioner Ward asked the County Attorney what alternate optipns were <br />open to the Board of Commissioners. The County Attorney replied that the <br />Bcard had the authority to rezone, to deay the request for rezoning or to <br />defer action on the matter. He stated that there were no intermediary steps <br />that could be taken by the Board. <br />Commissioner Norman Walker stated that he felt the Board should accept <br />the recommendations made to it by the County Planning B oard. He said that <br />he felt that the suggestion made in the letter relative to the appointment <br />of a study committee was practical and wee one that would lead to a long <br />range solution in the area of solid waste disposal. Commissioner Walker <br />asked Mr. Peck if he felt that the Town of Chapel Hi11 would be able to <br />open the sanitary land fill site by September 1, 1972. The Town Manager <br />replied that he Pelt it would be difficult to meet the September let <br />deadline, but that it just might be possible. <br />Commissioner William C. Ray stated that he felt the situation relative <br />to the landfill area had developed to emergency proportions and that the <br />Board should reach a decision on the matter. <br />Commissioner Ira A. Ward asked the County Attorney if the County could <br />rezone the proposed landfill site from a rural industrial treat back to a <br />residential tract by formal action of the Board. The County Attorney <br />replied that the Board would have to adhere to the proaedurea prescribed in <br />the County Planning Board Ordinance, but that said treat covld be rezoned. ; <br />Chairman Bennett asked R. J. Wells, Mayor of the Town of Carrboro, iP <br />he Pelt the Carrboro $oard of Adjustments would reconsider the request to <br />rezone the property offered by the University of Narth Carolina as a landfill '. <br />area. The Mayor r®plied that he Pelt the Board would reconsider the request, <br />but that he had no idea as to what type deoision they would roia.ke. ; <br />Commissioner Norman U7slker asked the i~.aycr why the Carrboro Planning <br />Board had rejected the original rezoning request on the property. Mayor , <br />•- T.dells stated that he felt the request was denied, because the majority of <br />the persona interested in the area had opposed the rezoning. <br />Commissioner William C. Ray moved that the Board of Commissioners <br />reject the recommendation of the County Planning Board relative to the <br />rezoning of the proposed sanitary land fill site on Eubanks road and that , <br />said property be rezoned from a residential tract to a rural industrial <br />treat. Discussion ensued. <br />Commissioner William C. Ray stated that he had spent considerable time ' . <br />reviewing the area of the prepoaed sanitary landfill site. That he had <br />travelled all the roads leading to the sites and that from this investigation { <br />he had determined that the area was aparcely populated and that this site <br />would be lase objectionable than any other possible area site. <br />Commissioner Ira A. Ward stated that he felt compassion for the citizens <br />of the Eubanks-Rogers road area, however, he felt that the least amount of <br />damage to any property owner would be accomplished by placing the sanitary <br />landfill on the proposed site. <br />Commissioner Norman Walker, again, stated that ha felt the Board should <br />accept the recommendation of the County Planning Board and that the Board <br />should request the Town of Chapel Hill to participate in a study for the <br />purpose of toasting a satisfactory regional landfill site. - <br />Commissioner Henry S. Walker stated that he felt the County Planning <br />Board had given the matter of rezoning the Eubanks road property serious <br />consideration and that he felt additional study by all agenoies was <br />necessary before a satisfactory decision could be reached and that ha found <br />it difficult to reject the recommendations of the County Planning Board. <br /> <br />
