<br />Commissioner Norman Walker stated that Tom Ward, Social Services Director, <br />requested permission to employ one additional Social worker. Commissioner <br />Norman Walker pointed out that Mr. Ward had discussed this matter with the <br />Board at the budget meeting and that the money for the employment of this <br />worker had been included in the budget for the fiscal year 1972-1973. He <br />recommended that the Board approve Mr. Wards request. <br />Upon motion of Commissioner Norman Walker, seconded by Commissioner <br />William C. Ray, it was moved and adopted, that Tom t+Tard, Sooial Services Director, <br />b® granted permission to employ one additional Social worker. <br />Commissioner William C. Ray brought to the attention of the Board the -- <br />critical condition that dose exist, in the Northern portion of Orange County, ae ~~ <br />far as health facilities or available doctors. He suggested that he would like for <br />the Board to aonaider the appointment of a study committee for the purpose of <br />investigating possibility of assuring additional doatora and adequate health - <br />facilities. Dissuasion ensued. <br />Upon motion of Commissioner William C. Ray, seconded by Commissioner Norman <br />Walker, it was moved and adopted, that the Board should appoint a study committee <br />that would investigate the current health needs of the Northern portion of the <br />County. The Board appointed William C. Ray, Roosevelt Warner, Sr., Dr. Robert <br />J. Murphy, Dr. 0. David Garvin, Gordon Liner, Chief of the Northern Orange County <br />Rescue Squad and Tommy Wade, President of the Hillsborough Jaycees.as members of <br />the Health Study Committee. Commissioner Ray agreed to assume the responsibility <br />for the calling of the first meeting of the committee. Aisousaion ensued as to <br />when the Board should mast after the public hearing which has been scheduled for <br />August 21, 1972. It was agreed that the Board should meet on Wednesday, August <br />23, 1972, for the purpose oP deciding on the landfill site. <br />There being no further business to come before the Board the meeting was <br />adjourned to meet again on Wednesday, August 23, 1972. <br />Harvey D. Bennett, Chairman <br />Betty June Hayes, Clerk <br />ifi2NUTES OF TAE ORANGE COUNTY <br />BOARD OF .COMMISSIONERS <br />August 23, 1972 <br />The Board of County Commi,ssionera of Orange County met in adjourned session <br />in the Courtroom of the Courthouse in Hillsborough, North Carolina on Wednesday, <br />August 23, 1972, at 8 o~clock P,M. <br />Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, <br />Henry S. Walker, Ira A. Ward and C. Ncrman Walker. <br />Members Absent: None <br />This meeting was held Por the purpose of considering the proposed sanitary <br />land fill sits on E4~banks road. <br />Chairman Bennett reviewed the sequence of events relative to the re-zoning <br />request of the Eubanks road property. He read the letter of recommendations which <br />had been received from the County Planning Board. Said letter recommended that <br />the request to re-zone the Eubanks road property from residential to rural industrial <br />be denied. The letter suggested that the County Planning Board, the Chapel Hill <br />Planning Board and the Carrboro Planning Board should conduct a study which would <br />lead towards a combined countywide sanitary landfill operation. Chairman Bennett <br />reported to the Board that he had been informed that the Town of Chapel Hill had <br />secured an option on the Eubanks road landfill site and that the Town was requesting <br />the University of North. Carolina, the Town of Carrbvro and the County of Orange to <br />jointly participate in the financial operation of the proposed landfill. <br />Chairman Bennett presented a letter from the IIniveraity of North Carolina. <br />The letter stated that the IIniveraity was again offering to the Town of Carrboro <br />and the Town oP Chapel Hill property which the University owns on the Airport road <br />as a landfill site. Chairman Bennett then inquired oP Robert Peak, Manager of the - <br />Town of Chapel Hill, what price the town was paying for the Eubanks road property. <br />The Town Manager advised the Board that the proposed purchase price was $235,000.00. <br />
