1 <br />MINUTES OF THE DRANGE COUNTY ~ •7 -,,,, 4~ ~ <br />BOARD OF COMMISSIDNERS <br />August 7, 1972 <br />The Board of County Commissioners of Orange County met in regular session <br />in the Conference Room of the Social Services Building in Hillsborough, North <br />Carolina on Mondaq, August 7, 1972, at 10 o~clock A.M, <br />Members Present: Chairman Harveq D. Bennett and Commissioners William C. Raq, <br />Henry S. Walker, lra A. Ward and C. Norman Walker. <br />Members Absent: None <br />Upon motion of Cemmisaioner William C. Raq, seconded bq Commissioner Tra A. <br />Ward, it was moved and adopted, that the Clerk dispense with the reading of the <br />minutes. <br />Chairman Bennett requested the Board to appoint its voting delegate to the <br />forthcoming annual State Commissioners Conference which would be held in <br />Pinehurat, North Carolina August 10th - August 13th, 1972. <br />Upon motion of Commissioner William C. Raq, it was moved, that Chairman <br />Harveq D. Bennett be named as the voting delegate to the State Conference. <br />Commissioner Tra A. Ward amended Commissioners Raq~s motion by adding the name <br />of William C. Ray as the alternate voting delegate to the State Conference. <br />The motion received a second from Commissioner Norman Walker. Chairman Sennett <br />called for a vote and all members voted aqe. Chairman Bennett declared the <br />motion passed. <br />Chairman Bennett presented a letter-.from the Tarheel Sertoma Club of Chapel <br />Bill. Said letter attached commendations from the members of the club in support <br />of the Orange Sheriffs department. <br />Chairman Bennett read a letter from the Department of Natural & Economic <br />Resources. Said letter advised the Board thatthe.Statewide Family Program had <br />been transferred from that department to the State Board of Health. <br />A copy of a letter from Larry J. Watkins of Cedar Grove, North Carolina <br />to C1ifP Benson, Commissioner of this Highway District, was read bq Chairman <br />Bennett. <br />Chairman Sennett recognized Jonah G, Latta, Mr. Latta advised the Board that <br />he had talked with Mr. Benson relative to the road petition which had been <br />submitted for 3R numbers ~55~1, and 1555. Mr. Latta stated that the Highway <br />Commissioner had told him that the County Commissioners had the authority to <br />allocate road funds and in general had authority over all road matters. Discussion <br />ensued relative to the State Highwaq Commission. The Clerk was instructed t^ write <br />to the Righwaq Commissioner and request that Mr, Benson advise them as to those <br />roads which have been scheduled for paving in this county, the names and/or <br />numbers of the roads which are currently under construction in this county and the <br />amount of allocated mileage which has been assigned to this county fox the <br />forthcoming fisoal year. <br />The Clerk was instructed to reply to the letter of Larry J. Watkins. <br />Commissioner William C. Ray brought to the attention of the Board that with <br />the approaching of the opening of school .that a critical traffic situation <br />existed during the early morning hours at the Orange High School Road on <br />Highway 70 North of Hillsborough. The citizens of the County who muatlxavel li <br />to their places of emplogment in Durham are encountering tremendous difficulty, <br />in that, the school traffic is backing up other traffic and thus causing <br />tremendous aonfestion. The Clark was instruoted to write to the State Highway <br />Commission requesting that an additional passing lane on the portion of <br />Highwaq 70 East at and near the point of the entrance to the Orange High:3chool <br />road, be added. <br />Chairman Bennett presented a road petition signed bq residents of <br />Lattimore Street. Commissioner William C. Raq moved that the Clerk forward the <br />petition to the State Highway Commission. Dissuasion ensued. <br />Commissioner Tra A. Ward moved that the petitzan be accepted provided that <br />the requested paving be done on a participating basis from the propertq owners. <br />living on Lattimore Street. Further discussion ensued and Commissioner Ray did <br />not accept Commissioner Wards amendment to his original motion. Commisaloner <br />~- Henry S. Walker seconded Commissioner Rays motion. Chairman Bennett called <br />for a vote and Commisaionera William C. Raq, Henry S. Walker and Norman Walker <br />voted aqe and Commissioner Ira A. Ward voted nay, Chairman Bennett declared <br />the motion passed. <br />J <br />
