<br /> <br />Chairman Bennett recognized Mrs. Mary Scrogga, Chairman of the Chapel Hill <br />School Board and Dr. Robert Hanes, Superintendent of that School Unit. <br />Commissioner Ira A. Ward stated that he understood the proposed Capital Outlay <br />appropriation of $66l},160.p0 to the Chapel kLt11 School Unit did include Punda <br />Por the completion of the k~ihesus Road School. Dr. Hanes stated that this had <br />been his anderstanding, however, it wsa apparent that there had been a mis- <br />understanding between the Chapel FIill Sahool Board and the Commissioners <br />regarding the Currant Expense appropriation. Dr. Hanes said that he understood <br />the Commissioners had stated that the:Chapel Hill unit would be budgeted the <br />sum of one hundred and thirty dollars ($1-30.00) per student or $651,x,160 plus <br />any carry over of any Currant Expense revenue that developed at the close of <br />the avrrent fiscal year and that at this time there appeared that a sum of <br />$55,000 would be the surplus Por this unit. <br />The Board advised Mrs. Scrogga and Dr. Hanes that this wee not their <br />intention and that they intended, only, to provide s total sum of $651,160 to <br />the Schecl Unit Por the fiscal year 1972-1973. <br />There being no Further business to Dome before the Board the meeting <br />was adjourned to meet again on Friday, July 11}, 1972, for Purthar budget <br />discussions. <br />Hart/ey D. M. l3attis, Acting Clerk <br />MINUTES OF THE ORANGE COUNTY <br />BOARD 01•' COMM1SS10NERS <br />July ]Ja., 1972. <br />The Board oP County Commissioners oP Orange County met in adjourned <br />session in the District Courtroom of the Courthouse in Hillsborough, <br />North Carolina on Friday, July ].1a., 1972, at 8 P.M. <br />Members Present: Chairman Harvey D. Bennett and Commissioners William <br />C. Ray, Henry S. Walker, Ira A. Ward and C. Norman Walker. <br />Members Absent: None <br />Chairman Hennett recognized Mrs. Mary Scrogga, Chairman oP the Chapel Hill <br />School Board, Dr. Robert Hanes, Superintendent of that school unit and a <br />delegation Prom the Chapel Efill Sahool area. <br />Mrs. Scrogga advised the Board that the Chapel Hill School Board had, at <br />a previous budget meeting, misunderstood the proposed appropriations Por <br />Current Expense when the matter had been reviewed by the Board and the Chapel <br />Hill School Unit. She stated that the Chapel Hi11 School Board had understood <br />that the Board of Commissioners would allocate to the unit $6sl},160 Por <br />Current Expenses and that in addition the Chapel Hill Sahool Unit would receive <br />approximately $60,000 which had been carried over Prom the previous year. <br />Chairman Scrogga stated that the Sahool Board felt this money could be used to <br />present a reasonable academia progr am, however, if their 1972-1973 budget <br />appropriation amounted to, only, $651,160 it would be necessary to delete the <br />reading programs in the first three grammar grades. <br />Several members of the delegation spoke in support of the reading program <br />and stated that they would be willing to pap additional district or county taxes <br />in order to Finance the program. <br />Chairman Sennett requested the County Account to make a report on the <br />latest revenue projections. <br />The County Accountant reported that without a increase in the proposed <br />tax rate an increased appropriation of between $60,000 and $75,000 could be <br />F'-. made. That these increased appropriations were made possible beasuse of <br />previous budget cuts made by the Commissioners. <br />Discussion ensued. Commissioner Ira A. Ward suggested the overall budget <br />__ be increased by $75,000. OP this sum $26,000 would be put into the Seven Mile <br />Creek reservoir fund and the remaining $60,000 be put into the School Current <br />Expense Pund. This increased appropriation Por Sahool Current Fkpenae should <br />allow each school unit to receive innluding Derry-over Prom the previous <br />fisoal year roughly $135.D0 per student. <br />The Board concurred with Commissioner Wards suggestion. <br />
