MINUTES OF THE ORANGE COUNT <br />BOARD OF COMMTSSTONERS <br />June 7, 1872 <br />f :~ ~~+r3 <br />I <br />The Hoard of County Commissioners of Orange County met in adjourned <br />session in the District Courtroom of the Courthouse in Hillsborough, <br />North Carolina on Wednesday, June 7, 1972, at 8 o~clock P.M. <br />Members Present: Chairman Harvey D. Bennett, Commissioners William C. Ray, <br />Henry S. Welker, Ira A. WPrd and C. Norman Welker. <br />Members Absent: None <br />This meeting was held for the purpose of discussing the 1972-1973 <br />budget with the Chapel Hill School Board and the Orange County Rescue Squad. <br />Dr. Robert Haines presented the budget request for the Chapel Hill <br />School unit. He presented a Current Expense budget proposal requesting a per <br />Capita allotment of $782,830.00 and a continuation of the 35 school supplement <br />at the same rate. This special tax is estimated to yield $4d8,2s0. Essentially <br />this proposed budget allows for the restoration of ?66,847. in services evt <br />from the school program last year to counter balance over expenditures of the <br />previous year and the institution of new programs and benefits costing $2(}3,629. <br />Tha per capital allotment from the County to fund this budget request would be <br />X155.57. During the current fiscal year the County is providing the school <br />unit approximately $109.00 per student. <br />Dr. Haines presented a Capital Outlay budget requesting a County appropriation <br />o.f $625,160. This budget provides $297,940.Op for maintenance, $85,000.00 for <br />modernization of Lincoln Center, $65,000.00 for addition to Searwell, $45,000.00 <br />for expansion of Chapel Hi11 High, $14,815.00 to pay the State Board of <br />Education for School Bvs depreciation and $1(}7,404.00 for the completion of <br />Ephesus School. <br />Commissioner lra A. Ward brought up the fact that this proposed budget <br />failed to include funds to repay to the County General Fund the loan of <br />approximately $230,000.00 made during the fall of 1971 in order that the <br />School Hoard might sign contracts for the Ephesus School. This sum must be <br />added to this Capital Outlay budget in order that funds would be available <br />to actually pay for this school as the appropriation made to the School <br />Board has not bean paid. <br />Discussion ensued qn the Current Expense and the Capital Outlay budgets. <br />Gordon Liner, Commander of the Orange County Rescue Squad, appeared with <br />squad members, Dr. Sarah Dent, Lindsay Efland and Burch Compton to discuss <br />appropriations for the County Rescue Squad as well as assistance in securing <br />a site for a proposed Rescue Squad Building. Commander Liner stated the <br />Squad members agreed that it did not seem to be a good idea to accept the <br />offer"from the Town of Hillsborough to construct a building on land leased from <br />the Town of R311sborough. They realized, however, that adequate sites for <br />the construction of the proposed facility were scarce and any one would <br />be expensive. <br />After considerable discussion it was agreed that the County would have its <br />engineer look at the plans of a proposed squad building viewed against their <br />suitability for use on property presently owned by the County and that the <br />Rescue Squad would ask its members to look around for possible suitable sites. <br />If anything comes to mind they would not contact the property owners, but would <br />report the possible site to the County Administrator. <br />Commissioner William C. Ray stated he was not in agreement with the <br />majority of the Soard about construction of the building on leased land. He <br />was willing to go ahead with the proposed arrangement with the Town of <br />Hillsborough and write off the cost of the building as part of the expense of <br />providing ambulance service. <br />Commander Liner stated that the Squad would like to request $20,000.00 <br />from the County to help defray operating cost of the Squad for the coming year. <br />A portion of this money would be used for equipment replacement and the <br />balance for day time ambulance personnel. He further stated if the County <br />' proposed to underwrite the cost off' a Rescue Squad structure than they felt the <br />County should place a portion df the cost of this building in this years budget <br />• There being no further business to come before the Board the meeting <br />was adjourned to meet again on Monday, June 12, 1972, at 8 o~clock P.M. with <br />the Orange County School Board and at 9 o~clock P.M. on Monday, June 12, 1972, <br />with the Mental Health Authority. <br />,,, Harvey D.
