<br />WHEREAS the environmental quality will be affected for generations <br />to Dome by land development actions which result in extensive changes in <br />the terrain, alterations of stream valleys, and removal of tree cover and <br />vegetation in sizable amounts, <br />WHEREAS the responsibility for (1) monitoring these changes, (2) <br />establishing criteria for sound development, and (3) regulating land <br />conversion in the public interest rests with local and State government <br />and the pressure theq bring on the Federal Government to take responsible <br />__ cation in minimizing the environmental imnaot of housing developments, <br />transportation systems, and public works programs, <br />NCW THEREFORE BE lT RESOLVED that the Orange County Democratic <br />Convention does hereby request elected officials of the Board of Aldermen <br />of Chapel Hill, the Board of Commissioners of Orange County, and the <br />General Assembly of North Carolina <br />(1) to direct their respective planning agencies to prepare, keep <br />up-to-date, and recommend for legislative adoption s land use <br />policy instrument which would bring land development practioea <br />into optimal aacomodation with the natural environment, and <br />(2) to press for enactment in the General Assembly of legislation <br />authorizing state grants-in-aid and/or the earmarking of <br />revenue-sharing funds from Federal sources to enable state and <br />local unite of government to monitor development, develop <br />criteria for evaluating development impacts, apply them, and <br />provide for participation of representative local groups in <br />the farmulatlon and review of land use policy instruments <br />prior to adoption by state and local units of government." <br />~ Chairman Bennett recognized the delegation from the Chestnut Ridge <br />Corromanity. Lindsay Tapp was the spokesman for the group. His first comments <br />dealt with a letter that had been published in "The News Of Orange." He <br />requested that the facts relative to the financial agreement between Orange <br />County and John Glenn Pender as to the purchase Write of a proposed landfill <br />area be presented. Chairman Bennett and S. M. Gattie, County Admiaiatratar, <br />replied to Mr. Tapp~s aommenta and incuiry. <br />Chairman Bennett recognized G. P. Sykes. Mr. Sykes spoke in onpnsition <br />to the land fill area in the Chestnut Ridge camp vicinity. He introduced <br />IJr. Blair, Chairman of the Methodist Church Camp 8ommittee for this conference. <br />Dr. Blair expressed hie concern over the proposed landfill being located <br />adjacent to the camp property. He stated that it was the desire and the hope <br />of the Methodist Conference to preserve the land as a wilderness area. <br />Road petitions were presented for SR 1729, 1?27 and 1950. <br />Upon motion of Commissioner Pdorman i~lalker, seconded by Commissioner Ira <br />Ward, the Clerk was inatruated to forward the petitions to the State Eighway <br />Commission. <br />Lloyd Senter, Chief of the South Orange Rescue Squad, presented a report <br />to the Board on the activities, trainir_g programs and financial aspects of <br />the Squads activities and financial situation. Commissioner 6Ji11iam C. Rap <br />congratulated Mr. Senter on the outstanding job that had bean done in his area <br />of the county. Chairman Bennett expressed the appreciation of the Board to <br />the Seuad leaders and its membership for all of their efforts and interest. <br />Chairman Sennett recognized L. M. C}a.eahire, Jr., County Zoning Officer. <br />The following plats were presented: <br />1. Revision of Lota 3 A:lr of Oak Nills in Chapel Eill Township. Said <br />plat had been approved by the County Planning $oard for recordation. <br />Upon motion of Commissioner 41i11iam C. Ray, seconded by Commissioner <br />Ira A. Ward, it was moved and adopted, that said plat be approved and that <br />Chairman Bennett be authorized to sign the certificate of approval. <br />2. Two lots on Pineq Mountain Road in Chapel Hill Township.- property of <br />Irene Gilland. Said plat had been approved by the County Planning $oard. <br />Upon motion of Commissioner Henry Walker, aeaonded by Commissioner William <br />C, Raq, it was moved and adopted that said plat be approved for recordation. <br />
