Cates, Chairman of Drange County Board of <br />Elections." <br />IIpon motion oP Commissioner Henry Walker, seconded by Commissioner <br />Ira Ward, the above resolution was unanimously adopted. <br />~~'"Chairman Bennett recognized Quentin Patterson and representatives <br />oP the State Conservation and Devslopment Commission. T;r. Patterson <br />explained that the Resource and Conservation Department was preparing its <br />forthcoming budget and that it was in the position to consider, <br />including in its budget proposals, the Seven Tii.le Creek Reservoir Project <br />if it was the desire of the Board of Commissioners to receive funds Eor <br />the said Seven Mile Creek Project. Each representative of the Conservation <br />Department explained how the funding of any project had to be managed. <br />Discussion ensued~,~ <br />The County Administrator presented s change order for the ~debco <br />Plant water line. <br />IIpon motion of Commissioner W311iam C. Ray, seconded by Cotmnisaioner <br />Heru•y S. Walker, it was moved and adopted, that Change Order Number 2 <br />be signed by Chairman Bennett and that said Order would extend the 12" <br />water line, currently being constructed to the Webco Plant, an additional ~, <br />120 feet westward along the State Highway Commissions right of way. <br />There being no further business to some before the Board said <br />meeting was adjourned to mast again on Monday, April 2l~, 1972, at S <br />o'clock P. M. on T".onday, April 21}, 1972. <br />M"eiubora Present: Chairman Harvey D. Bennett, and Commissioners <br />?^Tilliam C. Ray, Henry S. Walker, lra A. ~Jard and C. Norman Walker. <br />Members Absent: None <br />Miss Rebecca Wall, Don T+Iatheson, representing the Hillsborough <br />Library Board, Lloyd Osterman, Librarian of the Hyconsechee Regional <br />Library and L. M, Cheshire, County Attorney, were present. <br />Chairman Bennett recognized Miss. Wa11. Tiiss IJa11 stated that she <br />was prepared to make a gift to the County of her homeplaae known as <br />"Burnside", however, she wanted this property converted into a public <br />library and wanted to be assured that the conversion would be made without <br />destroying the two existing buildings and that if this could not be done <br />then she would expect the property to be returned to her. <br />Chairman Bennett expressed the delight and the gratitude of the Board <br />in the generosity of 2iisa Walls gift. Iie stated that the Board would <br />retain an architect who would investigate the possibility and the <br />-- feasibility of converting the homeplace into a library. He assured bliss <br />Wall that the Ruffin Law Office would be maintained in its present state <br />and that if the County found it impractical to convert the house into a <br />usable library facility then the property would be deeded back to Miss :fall. <br />It was agreed that Miss Wall should be provided with a letter of intent <br />from the County relative to her gift. <br />
