<br />Upon motion of Cotmmissioner Henry 3, Walker, seaonded by' Commissioner
<br />Norman Walker, it was moved and adopted, that the petition from the Efland
<br />Fire District be approved,
<br />Chairman Bennett asked the Clark to read the minutes of the previous
<br />meetings. Said minutes were approved after some corrections,
<br />Chairman Bennett recognized Ray Lester, Mr, Lester is on the staff
<br />of the Research Triangle Regional Planning Commission and he presented
<br />pertinent facts on the forthcoming Clean Water Bond Issue, Dissuasion ensued.
<br />Chairman Bennett presented a letter from the President oP the North l
<br />Carolina Commissioners Association, Said letter urged the County to take an
<br />active part iti endorsing and working far the Bond Issue.
<br />Upon motion of Commissioner William C, Ray, seconded by Commissioner Ira
<br />A, Ward the following resolution was unanimously adopted:
<br />"4dHERF~A5, Clean Water is essential to the health and welfare
<br />of the citizens of Orange County as well as all citizens of North
<br />Carolina; and
<br />• WHEREAS, on N:ay 6, 1972, the voters will determine whether
<br />or not the State of North Carolina may issue Clean Tdater Bonds to
<br />provide 150 mi.lJ.ion dollars to assist counties, cities and towns
<br />in constructing and improving water supply and water pollution
<br />control systems; and
<br />WI3EREA5, the Board of Commissioners be7.ievea it to be in the
<br />public interest to advocate support of the Clean Water Bond Issue;
<br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners
<br />of Orange County' that the C7.ean Water Bond Issue is hereby endorsed
<br />and the voters of Orange. County are urged to vote "FOR'' the Clean
<br />Water Bonds on May 6, 1972.''
<br />Corm~3ssioner Ira A. Ward suggested the appointment of a committee which
<br />would publicize the forthcoming Bond Issue, send letters to all civic clubs
<br />in the county and contact all community leaders. '
<br />Upon motion of Commissioner Ira A. ?lard, seconded by Commissioner Remy S.
<br />Walker, it was moved and adopted, that Chairman Harvey Bennett, the other
<br />members of the Board, S. M. Gatti a, the President of the Chapel Hill-Carrboro
<br />Chamber of Commerce and the President of the Hillsborough I4erchants Aagooiation
<br />and Chamber of Commerce be appointed as the committee to promote the Clean ?dater
<br />Sond Election,
<br />Chairman Sennett advised the Board that the County had taken an option on
<br />a two hundred acre (200) site for the purpose of using said land as a landfill
<br />area, but that the State Health Department had not, as of this date, verified
<br />or approved the site,
<br />Chairman Bennett then recognized Lindsay Tapp and residents of the
<br />Chestnut Ridge area. Mr, Tapp stated that the group was present not to object
<br />completely to the idea of a landfill,area, but to inquire if the Board was aware
<br />that the site, which was being considered, had been on the market for sometime
<br />and could have been purchased, without the timber, for considerably less than the
<br />proposed purchase price. He queatinned further the fact that residents of the
<br />area were not advised of the project and he pointed out that the road, running
<br />by the property, was unsafe and in no condition to handle the conjaation which
<br />would exist if a landfill area was placed on the proposed site.
<br />Gera Sykes spoke in behalf of the Chestnut Ridge Church and Camp, Mr.
<br />Sykes stated that he had been instrumental in securing the camp for the area
<br />and that he wished to go on record objecting to the location of a landfill area
<br />adjacent to the Churah!s Camp property. He pointed out the hazzarda of the
<br />road fronting the property,
<br />Keith Glover, representative of the Y4ethodiat Church Ca4ro s, stated that his
<br />organization was ooncerned about the disposal of waste and the destroying of the
<br />ecology of the area plus the safety of the persona who would utilize the catrtp and,
<br />therefore, he was hopeful that the Board t^rould r®-consider its plans to locate a
<br />landfill area in the immediate area, He stated that he wsa hopeful that the
<br />camp and part of the surrounding area could be maintained as a wilderness area _
<br />as it provided the atmosphere for the desired type of church and civic programs.
