<br />xhe Tax Supervisor presented the following request for refund of Ad Valorem
<br />taxes:
<br />1, Genesis house requested relief from Ad Valorem taxes on 77.25 acres owned by
<br />the Chapel Hill Drug Aotion Committee, Inc. Said request being based on the
<br />statement that said property is owned by a non profit organization. This matter
<br />was referred to the County Attorney for his opinion.
<br />2. Capt. Blair R, Barringer, owner of property on Williams Circle, Chapel
<br />Hill requests exemption from personal property tax in the amount of $7J~0.30.
<br />Said request being, based on the Soldiers and Sailors lielief Act which would
<br />exempt him from the payment of personal property taxes by virtue of the fact
<br />he is in the County because of military reasons.
<br />Upon motion of Commissioner Henry S, Walker, seconded by Camri.saivner Ira
<br />A. PJard, it was moved and adopted that a refund 3n the amount of ~1~.0.30 be
<br />made to Capt. Blair R, Barringer by authority of the Soldiers and Sailors
<br />Relief Act.
<br />3. Request from James T3, Barton, Sr, for a refund of X51.30 based on the
<br />fact that he was not the owner of a mobile homy as of January 1, 1971, and that
<br />the home was purchased from Daniel Boone TTobile Homes during the month of
<br />January, 1971. The Tax Supervisor stated that payment of this tax was not
<br />made under protest.
<br />Upon motion of Commissioner Norman Walkex, seconded by Commissioner Ira
<br />A. Ward, it was moved and adopted that the matter of the refund of James M.
<br />Barton, Jr. be referred to the County Attorney, as the payment of the taxes
<br />were not made under protest, and that i;f the County Attorney ruled that the Tax
<br />Supervisor had the authority to refund the $51.30 then the payment would be
<br />approved.
<br />Ii.. A request from Raymond Beneville fox a refund of $7.62 due to an error
<br />in the listing of a 1969 Chevrolet instead of a 1968 Chevrolet and the difference
<br />in the tax value being ~y600.0$.
<br />Upon motion df Commissioner William C, Ray, seconded by Cottunissioner Norman
<br />IJa11~er, it was moved and adopted, that Mr, Beneville's request be referred to the _
<br />County Attorney for a ruling; and that if the County Attorney ruled that the
<br />Tax Supervisor had the authority to refund the .7.62 then the payment would be
<br />approved.
<br />The County Administrator advised the Board that the North Carolina Department -
<br />of Insurance had requested that 0. W, Evans be appointed as Orange County's Electrical .
<br />Inspector on a temporary basis as the department needed to be advised of the name of
<br />the loasl inspector. Discussion ensued. The County Administrator was requested
<br />tv review the electrical inspectors fee and the salary schedules of other counties.
<br />Upon motion of Commissionex William C, Ray, seconded by Commissioner Henry 5.
<br />Walker, it was moved and adopted, that 0. W. k~ana be appointed Temporary
<br />Electrical Inspector of Orange County.
<br />Commissioner William C. Ray called the attention of the Board to the Statewide
<br />Water and Sewerage Bond Election which has been scheduled for May 6, 1972. He said
<br />he felt the Board of Cosraniaeioners should take an active part in the passage of
<br />this bond issue.
<br />Chairman Bennett brought to the attention of the Board that there was one
<br />vacant seat on the County Planning Board and one vacant seat on the Chapel Hill
<br />Planning Board. Discussion ensued.
<br />Upon motion of Commissioner Wslliam C. Ray, seconded by Commissioner Norman
<br />Walker, it was moved and adopted, the.t Dr. Robert Sonar oP ;Taw Hope Church Road,
<br />Chanel Hill, North Carolina, be appointed as a member of the County Planning Board
<br />with said term to be effective at the expiration of the term of Robert Strayhorn.
<br />Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Henry 5.
<br />Walker, it was moved and adopted, that Philip Cooke of Hillside Estates, Chapel
<br />Hill, North Carolina, be appointed &a a member of the Chapel Hill Planning Board.
<br />Said term to become effective as of February 7, 1972, and expire as of Sune 30,
<br />1976.
<br />Chairman Bennett recognized Charlie Davis, Orange County's representative
<br />on the Resource Conservation and Development Commission. T+1r. Davie stated that _,
<br />there were three matters of interest which he felt should be brought to the
<br />attention of the Board. They were:
