3
enter into the MOU and then, from inside the Partnership, continue to push for these linked
issues to be addressed in the project's phases.
In the last month some of the potential parties to the Partnership have approved the MOU and
joined, including Hillsborough and Cary.
FINANCIAL IMPACT: Participation in the Jordan Lake Partnership as outlined in the MOU will
commit the County to a cost-share of $2,500 per year through FY 2013-2014 and perhaps
beyond. Additional costs will be incurred incrementally if the County chooses to 1) participate in
the Water Supply Plan, 2) upgrade its current level of allocation and participate in the planned
allocation increase request, and/or 3) participate in the intake capital project. The Water Supply
Plan cost share may occur in FY 2009-10 (a cost estimate is being prepared at this time), and
all other costs are projected for future years.
The County currently pays $2,800 per year to the State for its Level II 1.0 mgd Jordan Lake
allocation. By way of example, to upgrade to a Level I allocation and simultaneous increase to
3-5 mgd would likely increase the annual cost to $20-30,000 per year (not including partnership
costs listed above). The remaining future costs to the County would be dependent on the
degree to which the County chooses to participate in other aspects of the Partnership.
RECOMMENDATION(S): The Manager recommends the Board discuss the staff Background
and Key Issues document and the draft Memorandum of Understanding, and consider whether
to place the MOU on the February 17 Board agenda for potential action.
