d <br />The County Administrator stated that Ed Palmatier of Glen Hill Lane, Chapel <br />Hill, North Carolina, had requested that the late listing penalty, which is <br />currently charged to his 1971 tax bill, be released. Mr. Gattia stated that Mr. <br />Palmitier was in England during January, 1971, and that he had been adv~aed by <br />the tax department that he could list his 1971 taxes by mail. Mr. Pal tier <br />did attempt to mail his tax Porm, but the English postal service was on strike <br />and the strike extended until Maroh, 1971, therefore, his tax form was not <br />received. The Board dir9d~ that the late listing penalty against Mr. Palmitier <br />be released. - <br />The County Administrator reported that plane to have Covaty residents list <br />their tax by mail was being implemented. <br />Chairman Bennett recognized Marion Clark, Secretary aP the Hillsborough <br />Volunteer Fire Department and Chandler Cates, Chief of the Hillsborough Volunteer <br />Fire Department. These representatives presented reports and suggested plane <br />relative to the establishment oP a Countywide Fire Protection District. Discussion <br />ensued relative to the advantages and disadvantages oP adoptiag a tax supported <br />Countywide Fire Protection District. They Piled the following report: <br />REPORT OF FIRE PROTECTION STIIDY <br />A. Existing Departments in Orange County. <br />Hillsborough <br />Eno <br />Chapel Hill - Carrboro <br />Naw Hope - Being•Organized <br />B. Existing Departments in other counties serving Orange County. <br />Mebane <br />Hurdle Mills <br />Prospect Hill <br />Eli Whitney <br />North Chatham <br />C. Investigation oP Insurance underwriter regulations for possible decrease <br />in coat of Tnaurance iP served by a fire department. <br />Sasio Regulations <br />Equipment Manpower -.Road miles <br />D, Map Study and Analysis. <br />Decided in favox of departments in population centers and disregard <br />Insurance underwriters regulation due to Following reasons: <br />1. Difficulty in locating departments within mileage. <br />Regulation and have sufficient manpower in reasonable distance of <br />station. <br />2. Cost oP equipment and buildings too great for immediate organization oP <br />all required departments on mileage basis. <br />E.
