<br />Deoember 6, 1971
<br />The Board of County Commissioners of Orange County met in regular aesaion
<br />3n the Conference Room of the Sonial Servings Building an Monday, Deoember 6,
<br />_ 7.971, at 10:00 q'cloak A.M.
<br />Members Present: Chairman Harvey D. Bennett and Commissioners William C.
<br />Ray, Henry S, Walker, Ira A. Ward and C. Norman Walker.
<br />- Members Absent: None
<br />Tn the absence oP the clerk, S. M. Gatti s, County Administrator, read the
<br />.minutes oP the November meetings. Said minutes were approved.
<br />Chairman Bennett read letters which had been received Prom the State
<br />Highway Commission. Thn Board approved road petitions for SR 115, SR 1171
<br />and SR 1172. Thg Clerk was dirented to Forward these petitions to the State Highway
<br />Commission.
<br />Chairman Bennett presented a letter Prom Wake County relative to the
<br />organization oP Region J. It was agreed that Chairman Bennett and the County
<br />Administrator shobld attend this organization .meeting.
<br />Norman Long, Cquaty Zoning Officer presented a plat entitled Property of
<br />James J. Freeland. Said plat load been approved Per recordation by the County
<br />Planning Board.
<br />Upon motion oP Cgmmisaioner Henry S. Walker, aeaonded by Commissioner
<br />Norman Walker, it was moved and adopted, that said plat be approved For
<br />recordation and that Chairman Bennett be authorized to sign same.
<br />Upon motion oP Commissioner William C. Ray, senonded by Commissioner
<br />Henry S. Walker, it wsa moved and adopted, that John A. Soarlett oP Mt.
<br />Herman Church Road, Durham, N. C., be appointed to Y111 the unexpired term
<br />of Eugene Wilson on the County Planning Board.
<br />Commissioner Ira A. Ward presented a report relative to the legislating
<br />oat which reconstituted the Mental Health Authorities. Coamiisaioner Ward
<br />stated that all Authorities moat now have Fifteen (15) appointed committee
<br />members and that this membership must be made from certain eeleated professions.
<br />_ In rengnatituting the Orange, Person and Chatham Authority it had been
<br />sugggated that Orange County appoint two Commissioners, one Doctor, one Lawyer,
<br />and one citizen who had demonstrated an active interest in the mental health
<br />programs of the County.
<br />Upon motion of Cgmmi.esioner Norman Walker, aeaonded by Commissioner Henry
<br />S. Walker, it was moved and adopted that Commissioners Ira A. Ward and William
<br />C. Ray be appointed to the Orange, Per eon and Chatham Mental Health Authority.
<br />Upon motion of Commissioner William 0. Ray, aeaonded by Commissioner Norman
<br />Walker, it was monad and adopted, that Dalton H. Loftin, Attorney at Law,
<br />Hillsborough, N. C., be appointed to the Orange, Person and Chatham Mental
<br />Health Authority.
<br />Upon motion aP Commissioner Ira A. Ward, aecondgd by Commissioner Henry
<br />5. Walker, it was moved and adopted, that Dr. W. G. Donley, III of Willow
<br />Drive, Chapel Hill, N. C., be appointed to the Orange, Person and Chatham
<br />Mental Health Authority.
<br />Upon motion of Commissioner Ira A. Ward, aeaonded by Commissioner William
<br />C. Ray, it wag moved and adopted,that Mr a. Ebelyn Murdock, 902 Christopher Rgad,
<br />Chapel Hill, N. C. be appointed to the Orange, Person and Chatham Mental Health
<br />Authority.
<br />Chairman Bennett reported to the'~oard,that Philip Sahinhan had made a
<br />ogmplaint about dirt being dumped into Morgan Creek and Mr. Sehinhan had requested
<br />the Board of Commissioners to contact the District Solicitor and advise him that
<br />-. this offense was being committed. The County Attorney advised the Board that the
<br />General Statutes, to which Mr. Sahinh~.n had referred, had been repealed by the
<br />1969 General Assembly and that the Board of County Commissioners had no authority
<br />to act on said matter. Chairman Bennett stated that he would advise Mr. $ahinhan
<br />as to the Psats.
<br />The Board decided that the County employees would beā¢given Friday, December
<br />24th and Monday, December 27th as Christmas holidays.
