She wants to <br /> mitigate as much as possible. <br /> Commissioner Yuhasz agreed with having a broader community representation to <br /> monitor this facility. <br /> Commissioner Jacobs suggested discussing the specifics of the recommendations from <br /> staff. <br /> Commissioner Nelson made reference to Commissioner Jacobs' comment about the <br /> site with the sludge and said that staff made a compelling argument that it would not be best to <br /> put the County in a position of being liable for any environmental damage done by the sludge if <br /> there was a transfer station there. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Yuhasz to <br /> approve the Manager's recommendation to approve the recommendation from Olver, Inc. and <br /> Solid Waste Management to select Site 056 for the Orange County Solid Waste Transfer <br /> Station; authorize the Manager to negotiate the acquisition of the approved site for the <br /> development and construction of the Solid Waste Transfer Station; including: performance of <br /> surveys, appraisals, and associated tasks necessary to support acquisition; and initiation of <br /> site plan development and permitting for the new facility, with Commissioner Pelissier's <br /> comments on forming a citizen advisory committee to monitor the development of the facility <br /> and the operation of it. <br /> Commissioner Jacobs said that one of the other reasons that he mentioned the <br /> OWASA site was because it was a very disturbed site already. <br /> Commissioner Nelson said that his first instinct was the OWASA site, but the staff <br /> memo about the potential liability changed his perspective. <br /> Commissioner Gordon said that the large trucks can be kept off of routes like Orange <br /> Grove Road by specifying that in a contract with the haulers. <br /> Commissioner Hemminger asked what happens if there is a lawsuit and if there would <br /> be a delay. Geof Gledhill said that he did not know how to answer that. She suggested <br /> changing the criteria to be near a major thoroughfare. <br /> Commissioner Yuhasz said that moving forward would not preclude the Board from <br /> considering the possibility of other sites. He thinks that it is unlikely that a more suitable site <br /> will be found. He is not opposed to asking the consultant to look at the sites suggested to <br /> possibly continue a search. <br /> Commissioner Jacobs said that he does not think that keeping the site search open <br /> would work. There are only three highways in the County that are four lanes — 15/501 and the <br /> two interstates. The sites that are reasonably close to the waste generation are in the <br /> jurisdictions of municipalities except that one is in the middle of the rural buffer. He said that a <br /> parallel track of developing this site along with considering other alternatives would be <br /> beneficial.
