<br />f - ~ 4t3~ <br />~'~ Chairman Sennett recognised 8311 Witherspoon. Mr. Witherspoon stated i <br />that the Department of Natural and Faonomic Resources must be completely <br />assured that the proposed waste treatment facility of the H311aborough sewerage <br />plant oould adequately treat.any affluent that would be emitted into the Eno ~ . <br />River. He stated that such affluent must meet the requirements oP the A-2 <br />classification. Mr. Witherspoon stated that his department wea slao interested <br />in any agreement which would be made between Orange County and the Town of <br />Rillabarough relative to the releasing of the water from Lake Orange to <br />augument the flow of Tao River during periods of extreme drought. <br />Chairman Bennett recognized John Pridgen, Engineer,_who had been employed ^ <br />by the Town of Hillsborough an the water and sewerage projects for the Whittaker <br />Corporation and the Valley Forge Corporation. Mr. Pridgen stated that the new <br />F3311aborough sewerage facility ao~l.d adequately handle the waste materials <br />from the proposed Whittaker Dyeing & Finishing Plant. He stated that the Town <br />wouJ.d require the Whittaker Corporation to pre treat the effluent ensi.tted from <br />its plant and that the use of phenols and other chemical agents would not be <br />allowed. <br />Chairman Bennett recognized Pearson Stewart of the Research Triangle <br />Regional Planning Commission. Mr. Stewart stated that the Research Triangle <br />Regional Planning Commission disagreed with the Department of Natural and <br />Economic Resources as to their opinion relative to the total availability <br />of the water in the Eno River. Re stated that considering the long term growth <br />prospects of Central Crange County that it appeared unwise to commit such a <br />large portion of its water resources to any industry that would oonsume on the <br />average of 3,300 gallons oP water per day per job created. <br />Commissioner Ira A. Ward asked Mr. Witherspoon when the Department of <br />Natural & Economic Resources would be in the position to make a positive <br />aeaeasment as to the desirability of the dyeing and Finishing plant. <br />Mr. Witherspoon reported that his department Would provide a paeitive <br />answer after the improvements and enlargements to the H111aborough sewerage <br />plant were completed and fasts were made. He stated that his department would ~ <br />not take a position on the question of whether or not it would be,advieable for <br />Orange County to commit its natural resources. <br />Mr. Stroud stated that his organization had been led to believe that water <br />and sewerage Paailitiea would be provided to the proposed plant site at no cost <br />to his company. <br />Commissioner W311iam C. Ray stated that the County would welcome any good <br />clean industry and that he Pelt adequate water was available to operate the <br />proposed plant, however, he felt that any industry coming into the County <br />should be.prepared to pay its own way. i <br />Chairman Bennett designated Comznisaioner William C. Ray, the County <br />Administrator and himself ae the Committee to negotiate with representatives j <br />of the Whittaker Corporation relative to the requested sewerage line. _~"" <br />~~ ~ <br />There being no farther business to coma before the Board the meeting wea ~ <br />adjourned to meat again on Wednesday, November 3, 1971, at 3:30 o~alook P.M. ~ <br />in the Commisaionera Room at the Courthouse in Hi7.leborough, North Carolina. ~ <br />Harvey b.
