Senior of (~aneaia House ' ' <br />had requested the Board to declare abandoned. Dissuasion ensued on said <br />matter. The County Attorney ruled that the Board had no legal authority to <br />aot upon Dr. Senior~a request. The clerk was instructed to advise Dr. Senior <br />of the position of the Board relative to said matter. <br />_ Chairman Sennett preaeated letters from the State Highway Commission <br />--__ relative to certain road matters in the County. The clerk was instructed to <br />forward the petition for SR 1916 to the State Highway Commission. <br />The question of the legal sale of beer and wine on Sunday, in the County, <br />was raised. The clerk was instruoted to write to D. Livingston Stallings, - .. <br />Commissioner of Craven County, to request that he advise the Board as to the <br />ruling and/or aotion whioh has been received by Craven County on this matter. <br />Chairman Bennett advised the Board that the Town oP Carrboro had reaownended <br />that three parsons be appointed to the towns planning board. Mr. Bennett stated <br />that the names oP Hilliard Caldwell, Richard McCallum and Toy Cheek had been <br />submitted. <br />Vpon motion of Commissioner Izra..A. iptard, seconded by Coamitsaioner Henry S. <br />Walker, it wsa moved and adopted, that the three persona who had been <br />recommended by the Town of Carrboro be appointed to the Carrboro Planning Board. <br />~- J The County Administrator reported on the various polioiea relative to the ', <br />installation of water and sewer, which other counties were Fallowing. He stated , . <br />that the situation which Orange Cow~.ty now faced only brought out the need for a <br />region wide water and sewerage extension polioy agreement:-.end he suggested that <br />a definite water and sewer policy agreement, for the County, is long overdue as <br />the County oould be placed in an awkward position relative to the matter o! <br />water and sewer inatallationa. <br />Chairman Bennett advised the Board that he had received a letter from . <br />Polaris ~lnterprisea inquiring as to the feasibility oS the County making ~ <br />available a water and seweragge line to properties owned by them which is <br />located near I-85 and N. C. B6. Chairman Bennett stated that he felt also ' <br />that the Valley Forge Corporation and the Whittaker Corporation would want to <br />have certain assurances that the installation of the proper facilities of <br />water and sewer was goigg to be made by the County. The capabilities oP <br />'-" supplying these needed facilities ware discussed by the Board. <br />Chairman Bennett recognized Fred Cates, Mayor of the Town of Hillsborough. <br />Mayor Cates stated that a letter mom HiTD addressed to the County Attorney had i <br />boon received and that HUD and the Department of Natural Economio Resources <br />needed to be assured that the Town oP Hillsborough would be granted certain <br />considerations to the use of water being stored in Lake Orange. Discussion <br />ensued relative to Mayor Cates request. <br />IIpon motion oP Commissioner Ira A. Ward, seconded by Commissioner William <br />C. Ray, it was moved and adopted that a letter oP intent relative to the use <br />of the water in Lake Orange be forwarded to the Town oP Hillsborough to assure the <br />Department oP Natural & Economic Resources and HIID that the waters of Lake <br />Orange were empounded for the purpose of supplementing the stream Plow during <br />periods of low Plow and that the control of Lake Crapge will be left to the <br />jurisdiction oP the County Board oP Commissioners. <br />The clerk was instructed to draft a letter to the Department oP Natural <br />& Economic Resources advising them of the action taken by the Orange County Board <br />oP Commissioner a. <br />The Board agreed to meet with representatives of the Town oP Hillsborough <br />and the Valley Forge Corporation on Tuesday, November 2, 1971, at 8 p.m. in ~ <br />the Commissioners Room and with representatives of the Whittaker Corporation on <br />Wednesday, November 1}, 1971, at x:30 p.ta, in the_Cnmmisaiane~s.Room. <br />i, <br />Chairman Bennett recognized Marshall Cates, Jr., Chairman of the Orange <br />County Rural Fire Department, Chandler Cates, Chief of the Hillsborough Fire <br />Department and Clarence Rosamond, member oP the Billsborough Fire Department. <br />Marshall Cates, Jr. xas spokesman for the group and he advised the Board that i, <br />after mush consideration repreaentativea of the various fire departments had <br />reached the aoncluaion that it would be wiser to institute a program that <br />would offer fire protecticn to all citizens of Orange County by virtue oP <br />establishing taxably fire protection distriata. Dissuasion ensued relative to the i ' <br />current capabilities of the established rural Pire departments. Ths Board <br />authorized the representative to proceed with a feasibility study for the <br />establishment oP County Fire Protection Districts. The Board further requested <br />that proposals for the institution of such districts be brought beak to the Soard. <br />
