,,, , , "l PAGE 3~g MINUTES CF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />November 1, 1971 <br />The Board of County Commieaionera of Orange County met in regular session <br />in the Conference Room of the Welfare Building in Hillsborough, North Carolina at <br />10 o'aloak A,M. on Monday, November 1, 1971. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. <br />Ray, Henry S, Walker, Ira A. Ward and C. Norman Walker. <br />Members Absent: None <br />Minutes oY the previous meetings were read and approved after oorrectiona <br />were made. <br />Chairman Bennett reaagnized Larry Watkins. Mr. Watkins spoke in behalf oP <br />residents living in the Carr Cormaunity on SR 1168. Re sited that the oondition <br />of thin road was unpaaaable and that ten new homes had been built on the road <br />in the last year. The Board inapeated the traffic count report and found that a <br />high aavnt did exist. Chairman Sennett Snformed the group that the Board would <br />write the State Highway Commission in support of improvements to said road. <br />Reverend Eugene Moore submitted a petition for SR 1310. Rev. Moore stated <br />that a similar petition was filed about a year ago and that the road, in the past, <br />had been scheduled for paving, however, said allocation had been withdrawn. because <br />two property owners had refused to sign the needed right of way. Chairman Bennett <br />advised Mr. Moore that the Board would forward the petition and a letter to the <br />State Highway Comnieaion, <br />Chairman Bennett recognised Norman Long, Zoning Officer. Mr. Long presented <br />a plat entitled "Section Three, Falls of Neu Hope". He stated that said plat had <br />been approved by the County Planning Board and that same had to be approved by the <br />Board of County Commissioners before it could be anbmitted for filing. <br />Upon motion of Commissioners Ira A, Ward, seconded by Commissioner William <br />C. Ray, Chairman Bennett was authorized to sign said plat entitled "section Throe <br />Falls of New Hope". <br />Mr. Long brought to the attention of the Board that the procedures now <br />being followed by the County Planning Board and the County Board of Commissioners <br />relative to the Pitsal approval of subdivision plate had been questioned by <br />several realtors; in that, the County Commisaionera are not inspecting the <br />preliminary Plata. The ob~eationa were based on the feat that certain stages of <br />development could be completed and the County Commissioners could refuse to <br />approve the final plat. Dissuasion ensued relative to this matter. <br />Upon motion of Coffiniaaioner lra A. Ward, aeoonded by Commissioner Henry S. <br />Walker, Mr, Long and Mark Burnham were requested to prepare an amendment to the <br />current subdivision ordinance dealing with this matter. Said proposed amendment <br />moat be presented at the next public hearing on zoning matters. <br />Upon motion of Commissioner Henry S, Walker, seconded by Coemnisaianer <br />Norman Walker, Glean Whitfield of Route 7, Durham, North Carolina, was appointed <br />as an alternate to the County Board of Ad~uatments for a three year term effective <br />November 1, 1971. <br />Diooueaion ensued relative to the sixth position which is now vaoant on <br />the County Planning Board. No cation was taken on this matter. <br />Commi.asioner Norman Walker reported that he had talked with Melvin Holt <br />relative to the abandonment of certain portions of SR 1580. Commissioner Walker <br />stated that Mr. Holt was anxious to have said road abandoned as persona ware <br />using it to dump trash and that he would like to black the road in order to <br />prevent fwrther public abase. <br />Upon motion of Commissioner William C. Ray, seconded by Commissioner <br />Norman Walker, the following resolution was unanimously adopted: <br />"WH8RFJIS, North Carolina State Highway Commission has requested <br />abandonment from State maintained aeaondary road system .15 mile of <br />Secondary Road #1193 located dust south of Hillsborough, North <br />Carolina as shown oa the attached map, and .5 of a mile of secondary <br />road #1580 as shown on the attached map: <br />i <br />NOW, THEREFORE, BS IT R3s30LV'}~D, that the Board of Coa¢aisaioners of <br />the County of Orange does hereby approve the abandonment Pram State maintained <br />secondary road system these two portions of said roads as shown on maps <br />attached hereto." <br />
