~~^Y 7 FACe 394 <br />MINUTES OF THE ORANGE CCUTdT`r <br />BOARD OF COMMISSIONERS <br />October !}, 1971 <br />The Board of County Commissioners oP Orange County met in regular session <br />in the Commissioners Room of the Courthouse in Hillsborough, North Carolina at <br />10 o~olock A,M, on Monday, October 1', 1971. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C, <br />Ray, Henry S. Walker, Ira P_. Ward and C. Norman Walker. <br />Members Absent: None <br />Tn the absence cP the Clerk, S, M. Gatti s, County Administrator, road the <br />minutes of the previous meetings. Said minutes were approved, <br />Norman Long, Zoning Officer, presented a plat of the Willow Ridge Subdiviaior_ <br />for approval by the Board. Mr. Long stated that the plat had been approved by the <br />County Planning Board. <br />Upon motion of Cottm:i_asioner Ira P_. Ward, seconded by Comm_i.ssioner Henry 5. <br />Walker, it was moved and adopted, that Chairman Bennett be authorized to sign said <br />plat. <br />T?r. Long requested that the public hearing that had been scheduled for <br />Thursday, October 28, 1971, be cancelled as there were not sufficient items that <br />needed to be heard, therefore, the meeting was not needed. The Board authorized <br />the Zoning Officer to cancel said meeting. <br />Chairman Bennett recognized George Simmons, Pastor of the First Bavtist Church <br />in Hillsborough. Rev. Simmons stated that he was appearing before the Board as a <br />private citizen to request that the Board enact a Resolution prohibiting the sale <br />of wine and beer on Sunday. <br />Chairman Bennett advised Rev.. Simmons that any action the Board might take <br />relative to this matter would be ineffective within the corporate limits of any <br />town or city. Chairman Bennett stated further that the Board had s~ery little <br />control over the matter, however, it would request the County P_ttorney to <br />clarify the authority given the Board under the General Statutes. <br />Chairman Bennett recognized Cashe Boggs, County Dog Warden. Mr. 3oggs <br />reported briefly on hie activities and the current conditions which existed at <br />the dog pour_ds. The Board agreed to inspeot the premixes at the conclusion of <br />their meeting. <br />Chairman Bennett recognized C, ?d, Davie. Mr. Davis stated that he owned <br />property near the current site of the dog pound and he requested that the Board <br />not enlarge the present site as it constituted a nusiance and seriously damaged <br />the value of all adjoining property. <br />Chairman Bennett recognized Willie Glover, Local Representative of the <br />Farmers Home Administration. Mr. Glover stated that the Farmers Homo Administration <br />had made forty-four (laJa.) rural housing loans amounting to $600,000 during the past <br />year and that they were in a position to finance approximately eighty (80) loans <br />amounting to $ OODp00 during the next year. He stated that his agency now had <br />eighty-seven (~7) applications on file. <br />Chairman Sennett presented a letter from :the State Highway Commission. Said <br />letter stated that after investigation the Highway Commission estimated that it <br />would cost $620,000 to provide an interchange from Interstate B5 onto the I?immocka <br />T~fi11 Road and,that the Highway Conanisaion did not feel such a project could be <br />justified by the benefits which the interchange would provide and that the <br />requested interohange would not be in accordance with the Federal Highway guidelines <br />on spacing of interchanges. <br />Chairman Bennett presented a letter from Dr. Robert Senior. Said letter <br />requested a road in Bingham Township be relocated near the Genesis Facility. <br />It was agreed that Commissioner Ira A. Ward and Chairman Harvey Bennett should <br />inspect the proposed relocation of said road prior to the Board taking any action <br />on the request. <br />The County Attorney read the following Resolution: <br />"WHEREAS, North Carolina State Highway Commission has requested <br />abandonment from State maintained secondary road system .ls mile of <br />Secondary Road #1193 located just south of Hillsborough, North <br />Carolina, as shown on the attached map, and .5 of a mile of Secondary <br />Road rr1580 as shown on the attached map: <br />NOW, THEREFORE, BE TT RESOLVED, that the Board of Commissioners of <br />the County of Orange does hereby approve the abandonment from State <br />maintained secondary road system these two portions of said roads ea <br />shown on maps attached hereto." <br />
