~..~.K 7 PAGE ~~~ Ml'NUTES OP' THE ORANGE COIINTY <br />BOP_RD OF COMMISSIONERS <br />September 7, 1971 <br />The Orange County Board of Commieaionera met in regular session on Tuesday, <br />September 7, 1971, at ten o'clock a.m. in the Conference Room of the Social <br />Serviaee Building in Hillsborough, North Carolina. .1 <br />Members Present: Chairman Harvey D. Bennett, and Commiasianexs William <br />C, Rag, Remy S, Walker, ?ra A. Ward and C. Norman Walker. <br />P4embers Absent: None - <br />Minutes of the previous meetings were read and approved. <br />Chairman Sennett recognized J. Edward Bradaher. Mr. Bradaher stated that <br />he was present to protest his 1971 tax bill. Chairman Bennett advised Mr. <br />$radaher that the Board would pursue the matter when the Tax Assessor joined <br />the meeting. <br />Chairman Sennett advised the Board that a letter from Clifton Benson, <br />Highway Commissioner, had bean received and that said letter advised that <br />additional funds rJa.d been appropriated for the completion of Highway 86 North <br />into Hillsborough. <br />Chairman Bennett read a letter Prom Ebert Pierce advising the Board that the <br />Orange County Home Demonstration Agent had been instrumental in making the <br />plans for a recant State ~„-Fi dress review. <br />Chairman Bennett presented a letter from Clifton Craig, State Director <br />of the Social Services Department, acknowledging the aaaeptanae and appointment <br />of Commissioner Norman Walker to the Orange Cour_tg Board of Social Service a. <br />Chairman Bennett presented portions of a report received from the Grand <br />Jurg. <br />Discussion ensued relative to the matter oP Industry Appreciation Week. <br />It was agreed that the County Administrator should contact Jpe Augustine <br />and Bernice Ward relative to the planning of some tgpe of program in observance <br />of Industry Appreciation Week. <br />Chairman Bennett reaogni.zed S. M. Gattis, Countg Tax Assessor and requested <br />that he advise the $oard as to his findings on the matter of J. Edward Bradaher'a -. <br />request for refund of a portion of hie 1971 taxe-s. Mr. Gattis explained that <br />hx. Bradaher'a 1971 tax bill had been adjusted due to the fact that the building <br />in question had been removed from hie property. <br />Commissioner Henrg Walker moved that a refund of $x.0.00 be made to Mr. <br />Bradaher based an the facts which had been presented. Discussion ensued. <br />Commissioner Walker's motion died for the lgok oP a aeaohd and the matter <br />was referred to the County Attorney for further ~.nveatigation to see Sf the sum <br />of ~L~0.00 could be collected Prom Rog Collins, owner of the building, which had <br />been located on Mr. Bradsher's land. <br />Chairman Sennett presented a letter from Quentin Fatterson, District <br />Conservationist relative to a proposal which had been approved by the Steering <br />Committee of the North Central Piedmont Resource Conaertration and Development <br />Program meeting June 20, 1871, for studies leading towards an application for <br />a P.L. 566 Small Watershed Protection and Flood Prevention Project on New Hope <br />River. The streams located in Orange which are involved in the New Hope Water- <br />shed are Morgan, Little, New Hope Creeks and their tributaries in Orange. <br />Discussion ensued on the matter. <br />TTpon motion of Commissioner William C. Ray, seconded by Commissioner Ira <br />A. Ward, it was moved and adopted that the Board endorse the proposed Study of <br />the Flood Control Project in the New Hope Watershed area. <br />The following road petitions were presented and the Clerk was requested to <br />forward same to the State Highway Commi asion: Dumont Drive, Holiday Park Road, <br />Wave Road, Greentrae Drive oPf of Miller Road and Heritage Hills. <br />Discussion ensued relative to Highway 86 North. Coamlisainner William C. <br />Ray stated that some oP the traffic now being diverted through the Town oY <br />Rillsborough could be eliminated if signs designating the direction oP Highway <br />86 North could be placed at the Efland and Eno interchanges on I-85. <br />
