Ward efferad a second to Commissioner Henry Walker~a motion. <br />Chairman Sennett then called for discussion of the Resolution. <br />Commissioner Ira A. Ward stated that he had been working Por nearly twenty <br />years to secure an alternate source of revenue and that the Ona Cent Local <br />Option Sales Tax would produce such an alternate revenue and could afford <br />some relief to the ad valorem tax paper. <br />Commissioner Henry S. Walker stated that ha had initially favored the <br />holding of an aleation on the matter of tax; however, many citizens had encouraged <br />him to support the levying of the tax without bringing it to a vote of the people. <br />He stated further that he felt the One Cent Local Option Sales Tax would be a <br />fair tax and one that would benefit Orange County. <br />Commissioner Norman Walker stated that he had initially preferred the calling <br />of a referendum on the question of a tax levy, but that since no real opposition <br />to the tax was evidenced at the public hearing he Pelt that ha must support the <br />levying of the tax by resolution rather than a referendum. He stated that he <br />personally supported the tax. <br />Commissioner William C. Rap stated that he fully supported the Looal Option <br />Sales Tax as a source of additional revenue. <br />Chairman Bennett asked if there was any further dissuasion on the matter <br />and also asked if there were individuals in the audience that would like to make <br />comments at this time. <br />Sam Holton, Member of the Chapel Hill City Board of EducatioR,atated that <br />many persons in the Chapel Hill area felt that the tax should be distributed <br />on a ad valorem tax basis sad that these persons fully expected the distribution <br />of the tax to be handled in that manner. He stated that the Chapel Hill City <br />Administrative Unit now found itself in a aericus financial situation as the <br />thirty Pive cent supplement had been dealt a serious blow by inflation and that <br />his unit had been forced to out back on the services which should be provided. <br />Chairman Bennett asked if there was any further discussion on the motion. <br />Chairman Bennett called for a vote on the motion. Commissioners Harvey D. <br />Bennett, William C. Ray, Henry $. Walker, Ira A. Ward and C. Norman Walker voted <br />aye. Commissioners voting nay: None <br />Chairman Sennett then declared the motion passed and he directed the County <br />Administrator to file a certified copy of the Resolution entitled A RESOLUTION <br />LEVYING A ONE PER CENT (1~) VOCAL SALES'AND USE TAR AND PRESCRIBING THE METROD <br />OF DISTRIBUTION OF THE PROCEEDS WITHIN ORANGE COUNTY, with Ivie L. Clayton, <br />Commissioner of the Department of Revenua. <br />Chairman Bennett brought to the attention of the Board the request which <br />had been made by the County Administrator to preparq certain appropriations and <br />tax levy resolutions. <br />Upon motion of Comtnisaianer William C.
