ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 22, 2009 <br /> Action Agenda <br /> Item No. I 0 — a <br /> SUBJECT: NCACC Legislative Liaison Appointment <br /> DEPARTMENT: Board of Commissioners PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Clerk's Office, 245-2130 <br /> PURPOSE: To consider appointing one Commissioner to be the North Carolina Association of <br /> County Commissioners (NCACC) Legislative Liaison for the 2009-10 legislative biennium. <br /> BACKGROUND: The North Carolina Association of County Commissioners is requesting the <br /> Board of Commissioners appoint a Legislative Liaison for the 2009-10 legislative biennium. <br /> Each county's Legislative Liaison will be relied upon to: <br /> • Organize county coalitions to advocate on behalf of major Association goals by <br /> identifying potential coalition members, keeping them updated on issues and helping <br /> them understand county positions; <br /> • Ensure other members of the Board of Commissioners are made aware of NCACC <br /> positions; <br /> • Ensure conversations and/or meetings are held between elected and appointed county <br /> officials and legislators, and that the county's state delegation is aware of county <br /> positions on issues; and <br /> • Provide feedback to the Association on what local legislators, fellow Board members and <br /> other officials are saying about bills and issues, and what issues are elevated in your <br /> county. <br /> The NCACC will provide counties with talking points and educational materials — localized when <br /> possible using data from the State of the Counties report—that can be used to boost awareness <br /> of legislation that impacts counties. The Legislative Liaisons initiative is one part of the <br /> NCACC's strategic goal to enhance the ability of county officials to represent counties and the <br /> NCACC on local, statewide and national issues. <br /> Commissioner Nelson was the Orange County's Legislative Liaison for 2008. <br /> FINANCIAL IMPACT: None. <br /> RECOMMENDATION(S): Consider making a Commissioner appointment as the NCACC <br /> Legislative Liaison for the 2009-10 legislative biennium. <br />
