Allow the Jordan Lake Intake discussion and adhoc workgroup (originally part of task <br /> force #3) to proceed on its own track with reporting back to the joint planning task force at <br /> appropriate times. <br /> 5. Move watershed issues, which were part of task force # 3, into the joint planning task <br /> force. <br /> 6. Have the joint planning task force meet on a more regular basis such as monthly to jump <br /> start discussions on regional transportation. <br /> 7. Permit membership to include two from each jurisdiction possibly with each member <br /> having interest in one of the two areas of land use (including watershed planning) and <br /> transportation. <br /> 8. Meetings would have a focus on a particular planning issue to garner the participation of <br /> members and in some cases, UNC, OWASA and the Town of Hillsborough. <br /> 9. The joint planning task force should develop a prioritized work plan including timely <br /> implementation actions so outcomes can be realized in the short term. <br /> 10. Report back to the full elected bodies on a regular basis. <br /> This task force outline is attached, and the Board is asked to review the charge and <br /> composition, and provide any comments or revisions. This item was originally scheduled on <br /> December 1, 2008. Since then, Commissioner Gordon has offered her comments on the <br /> charge as it relates to item six (6) above. <br /> To wit "The Chatham/Orange Joint Planning Work Group will first address `Regional <br /> Transportation Issues.' After significant progress has been made on that issue, the group will <br /> prioritize the issues to be discussed next, drawing on the list referenced under `Planning Issues.' <br /> Part of the Work Group's charge is to communicate regularly with their respective governing <br /> boards concerning the group's discussion and priorities." <br /> Discussion at the Assembly of Governments (AOG) lent itself to allowing the Joint Planning <br /> Task Force, once appointed, to develop, sequence, and prioritize their charge from the base line <br /> suggestions in attachment one (1). <br /> The Board is also asked to authorize staff to forward the proposed task force summaries to the <br /> other jurisdictions for approval and respective appointments. <br /> Following action by the other jurisdictions, the Board will be asked to consider final approval of <br /> the joint planning task force process, as well as make Orange County's appointments to the <br /> internal work groups. It is suggested that, at the appropriate time, the BOCC not appoint one <br /> Commissioner to serve on the two workgroups, but rather select a different Commissioner to <br /> serve on either of the groups. <br /> It should also be noted that the proposed task force and the respective topical areas as detailed <br /> in the attachment were developed to mirror the discussions involving the representatives from <br /> Orange County, Chatham County, Chapel Hill, and Carrboro over the summer. <br />
