Proposed Task Force Program Laura Blackmon, 245-2300 <br /> (Charge and Composition) Barry Jacobs, Commissioner <br /> 2. 9/18/08 Assembly of Governments Craig Benedict, 245-2575 <br /> Meeting Minutes <br /> PURPOSE: To review potential processes, including proposed charge and composition, to <br /> establish one new Chatham/Orange Joint Planning Task Force with internal workgroups and, <br /> following any revisions, authorize staff to forward the task force proposal to the other <br /> jurisdictions for approval and respective appointments. <br /> BACKGROUND: During the last year, representatives from Orange County, Chapel Hill, and <br /> Carrboro met on several occasions with colleagues from Chatham County to discuss shared <br /> interests and concerns. The issues discussed generally fall into three categories: (1) joint <br /> planning, (2) transportation planning/public transportation, and (3) water supply/watershed <br /> protection, <br /> Information from these discussions was shared at the March 31, 2008 Assembly of <br /> Governments (AOG) meeting. Based on that meeting, was asked to develop a proposed <br /> ( ) 9 9, P P P <br /> process with a charge and composition for three task forces to address the topical areas <br /> identified above. However, at the joint <br /> September 18, 2008 AOG meeting, a new single joint <br /> P 9 9 <br /> planning task force with internal topic-specific work group was suggested. <br /> On September 18, 2008 at the Assembly of Governments, there was discussion about the <br /> number, timing, organization, membership, work plan and prioritized task force topics. <br /> The following aspects appeared to reach some consensus: <br /> 1. Collapse the 3 task forces into 1 joint planning task force with multiple areas of interest <br /> acknowledging the strong land use and transportation linkage. <br /> 2. The joint planning task force would have internal work groups to focus on particular topics <br /> for optimal success. <br /> 3. Two members from each local government and other interested parties such as UNC, <br /> OWASA & TTA. <br />
