Mailing List for Notice of Public Hearing <br /> PURPOSE: To discuss and receive comment on proposed deviations from the North Carolina <br /> Department of Transportation's Proposed 2008-2009 Secondary Roads Construction Program <br /> for two roads, Ben Wilson Road and Jimmy Ed Road. <br /> BACKGROUND: The Orange County Board of Commissioners held a public hearing on May <br /> 20, 2008 regarding the 2008-2009 Secondary Road Construction Program for Orange County <br /> proposed by the North Carolina Department of Transportation (NCDOT). Property owners on <br /> Ben Wilson Road and on Jimmy Ed Road stated they did not want NCDOT to pave those two <br /> roads. The Board voted unanimously to approve NCDOT's proposed Secondary Road <br /> Construction Program with the exception of Ben Wilson Road and Jimmy Ed Road, and <br /> deferred action on those roads until NCDOT could meet with the two communities and come to <br /> consensus about paving the roads. <br /> NCDOT has not yet acquired right-of-way for all parcels on both roads. However, both roads are <br /> eligible for condemnation. If NCDOT cannot acquire needed right-of-way, or if NCDOT chooses <br /> to deviate from the proposed paving program, NCDOT may put the roads, or affected portions of <br /> the roads, on the "Hold List" and those funds will be applied to the roads listed in priority order in <br /> the paving alternate list for Orange County. <br /> Ben Wilson Road <br /> NCDOT met with residents on Ben Wilson Road on June 24, 2008. At that forum, residents <br /> were divided in their views on paving the road as follows: <br /> 1. Residents adjacent to the northern portion of Ben Wilson Road (from Bowman Road to the <br /> Squires property), about 1/3 of the road, wanted the road paved; <br /> 2. Residents adjacent to the southern portion of Ben Wilson Road. (from Hebron Church Road <br /> to Lynne G. Taylor property), about 1/3 of the road, did not want the road paved; and <br /> 3. Some residents adjacent to the middle 1/3 of the road wanted the road paved and some did <br /> not. <br /> The residents came to a consensus to support paving the northern 1/3 of the road. <br />
