ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 22, 2009 <br /> Action Agenda <br /> Item No. . - <br /> SUBJECT: AudioNideo Equipment and Installation for Solid Waste Operations Center <br /> DEPARTMENT: Purchasing and Solid Waste PUBLIC HEARING: (Y/N) No <br /> Management <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proposal Pam Jones, 245-2650 <br /> Gayle Wilson, 968-2885 <br /> PURPOSE: To authorize the acquisition and installation of audio/video equipment in the <br /> training/meeting room of the new Solid Waste Operations Center. <br /> BACKGROUND: The building program for the new Solid Waste Operations Center <br /> contemplated the construction of a training/meeting room which would contain audio/video <br /> capabilities to support the various meetings that were likely to occur at the Center. To ensure <br /> the system would work as anticipated, the County entered into an agreement with CHT of North <br /> Carolina, Inc. of Chapel Hill and its sub-consultant, KONTEK Systems, Inc. of Durham, to <br /> design the power and communications plan, which has now been constructed. In addition, staff <br /> consulted the County's Information Technologies Department (IT) and the Clerk's office for input <br /> as the system was being designed. Further communication with IT will be necessary throughout <br /> installation for proper data/CATV coordination and to acquire a system computer. <br /> The hardware purchased for this system would be bought through KONTEK Systems, Inc. at <br /> General Services Administration (GSA) contract pricing or better. A consolidated purchase <br /> which incorporates hardware (GSA pricing or better), installation, programming and training from <br /> a single vendor will ensure all pieces are coordinated to function as the system was intended <br /> and as the room was designed. These systems are technical and complex and the potential for <br /> non-performance or improper functioning is high if not installed properly. The single point of <br /> contact method of acquisition and installation will promote greater accountability with clear <br /> responsible parties should the system not function as designed and installed. <br /> The specialized nature of the audio/video equipment prompted its purchase outside of the <br /> construction contract. This will ensure the installation is consistent with the County's specific <br /> needs and will avoid unnecessary contractor markup. <br />
