d"~`~ ~ PAGE ~~6 <br />Chairman Bennett began to review the Legislative Bulletin from the Commissioners <br />Association. Said bulletin pointed out that a bill to amend medicare to an 85/15 <br />percent ratio meant that an additional five percent of the cost moat be paid by the <br />County. Dissuasion ensued on the proposed amendment to the Medicare Sill. The <br />Clerk was instructed to write Orange County's representatives in the General <br />Assembly advising them of their opposition to said amendment. <br />Chairman Sennett asked the Board if they were ready to consider what should <br />be done about the One Cent Local Option Sales Tas as it was apparent that the <br />County was going to need the extra money for operating expenses in the ensuing year. <br />Commissioner Ira A. Ward stated that he was concerned over the fact that the <br />County had yet to face the solid waste program and that it was evident additional <br />financing was going to be needed in this area. Fbxther discussion ensued on the <br />matter. <br />The County Attorney advised the Board that a ten day notice must be given <br />prior to a public hearing on the Local Option Sales Tax issue and that a <br />resolution for the enactment of the tax levy could be adopted on the first day <br />of the second month. <br />Upon motion oP Commissioner William C. Ray, seconded by Commissioner Ira A. <br />Ward, it was moved and adopted, that the Board consider the enactment of a One <br />Cent Local Option sales Tax Levy by resolution. This decision to be based on a <br />publio hearing whioh will be scheduled for Thursday, July 22, 1971, at 8:00 o'clock <br />P.M. in the Courtroom oP the Courthouse in Hillsborough, North Carolina. <br />The County Accountant advised the $oard that ha had received a letter Prom <br />Carolina Coffee Shop in Chapel Hill requesting that a refund oP $25.00 b® made <br />because of the Pact that they had pvrahased a wine and beer license at a fee of <br />$50.00. The wine license was erroneously applied for and would not be used, <br />only the beer liaenae would be appliasble. <br />Upon motion of Commissioner Henry 5. Walker, seconded by Commissioner Norman <br />Walker, it was moved and adopted, that the County Accountant be suthroized to <br />refund $25.00 for the wine license which would not be used by the Carolina Coffee <br />Shop. <br />The County Account presented the following tabulation of reappraisal bids: <br /> COMPANY SASE BID ALTERNATE <br />1. Hunicutt and Associates 2b2,500 <br />Discussion ensued on the proposed bids and the County Accountant recommended <br />that the alternate bid of James R. Laird Company in the amount of $107,300 be <br />approved. Mr. Gatos stated that his recommendation wsa based on the fact that <br />an inspection of the work of this company had been made in their home area and <br />that same proved tc be sati~faatory. The Board requested the County Acccunt to <br />explain the difference between the base bid and the alternate bid. Mr. Gatos <br />stated that work on the reappraisal of the County property would begin in two <br />weeks after the signing of the contract. <br />Upon motion of Commissioner William C. Ray, aeaonded by Commissioner Norman <br />Walker, it was mooed and adopted, that the contract for the reappraisal of property <br />in Orange County be awarded to the James R. Laird Company at the bid price of <br />$107,300: <br />Chairman Bennett recognized Cooliflge Porterfield, Executive Secretary of the <br />Orange County Housing Authority. <br />Chairman Bennett adjourned the Hoard of Commissioners and said meeting <br />wsa re-convened ea s Board of Commissioners for the Orange County Housing <br />Authority. <br />Mr. Porterfield read the minutes of the last meeting oP the Authority. Por <br />other business of this meeting see Minute Dooket of the Orange County Housing <br />Authority. <br />Chairman Bennett adjourned the Board of Commiasionera for the Orange County <br />Housing Authority meeting and said meeting wsa re-convened as a Hoard of County <br />Commissioners. <br />a_ , <br />
