6
•
•
•
David Stancil clarified that the "Appropriate intensity of use for the area" was to look at
the level of intensity to determine if the neighborhoods around the park would be impacted from
that type of use and intensity. The other criterion is to determine if the land is suitable.
Chair Gordon said that the criteria should say, "Appropriate intensity of use for the
surrounding area."
This item will be on consent agenda on December 7m
A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis to
adopt the Parkland Acquisition Criteria as revised and to agree to use this to evaluate parkland
proposals on an interim basis until the Lands Legacy program is adopted.
VOTE: UNANIMOUS
John Link will send out both items to the Commissioners before the next meeting to be
sure that everything is included.
4. AFFORDABLE HOUSING BOND PROJECTS
Housing and Community Development Director Tara Fikes said that in April of 1998 the
Board of County Commissioners appointed a Housing Bond Policy Task Force whose charge
was to develop policies that would govern how bond monies are expended in the future. The
Board approved the policy on December 15, 1998. She made reference to page six of the
agenda abstract that lists the members of the committee that would review the projects. At this
time, the Housing Bond Policy task force proposes eight projects to be funded by the housing
bond issue.
Commissioner Brown made reference to a request she made for along-term affordability
policy. Geoffrey Gledhill said that this would be on the December 7tn agenda for Board
consideration.
Commissioner Brown asked about the land trust money that was received a few weeks
ago that could have a very interesting effect on some of the applications. She is not interested
in approving or disapproving any of the projects tonight. She would like to look at the
applications through the long-term affordability policy and the land trust money.
Commissioner Jacobs made reference to the Fair Housing Plan that was open for public
comment and asked if that will come back to the Board for approval. He would like to see the
criteria for evaluation and how each project came out in the scoring.
Commissioner Carey asked which two projects were unsuccessful and why.
Commissioner Jacobs made reference to the criteria on page 4 (the Bonus under the
Design criteria), and asked if he was to understand that the criterion about meeting the
accessibility needs of persons with disabilities is above and beyond what is usually required and
Tara Fikes said yes.
The Board asked for these answers to be brought back as soon as possible, either
December 7cn or January 18'n.
Commissioner Brown asked for Tara Fikes to also come back with an overview of what
these projects are going to add to the market for each entity.
It was decided by consensus that deadlines would be noted on the agenda for
December 7tn
5. BOARDS AND COMMISSIONS PROCEDURES
Commissioner Brown made reference to page three, number four, and asked if there
should be a separate section for reappointments.
Beverly Blythe said that the attendance for the Boards and Commissions is not kept
regularly. Once this is approved, she will be sure that the Board will be provided with this
attendance information.
Commissioner Brown made reference to number six on page four, and added, "If an
unexpired term is more than 2 years, it shall be considered a full term." She was confused
about appointments for unexpired terms and said that someone could be appointed early on
and basically serve three terms.
