%~ <br />APPROVED 3/21/2000 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />WORK SESSION <br />NOVEMBER 22, 1999 <br />The Orange County Board of Commissioners met in regular session on November 22, <br />1999 at 7:30 p.m. in the Southern Human Services Center, Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners <br />Margaret W. Brown, Moses Carey, Jr., Stephen H. Halkiotis (arrived at 8:37), and Barry Jacobs <br />COUNTY ATTORNEY PRESENT• Geoffrey Gledhill <br />COUNTY STAFF PRESENT• County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Albert Kittrell, and Clerk to the Board Beverly A. ALL RECORDINGS OF <br />THE MEETING WILL BE KEPT FOR 5 YEARS. _ <br />OPENING COMMENTS <br />John Link made reference to two handouts. The first handout relates to the <br />School/Parks Reserve Update and Location Opportunities and the second handout is an <br />attempt by the staff to capture what the Board wanted to ask of the Boards and Commissions. <br />He would like to distribute the form to the Boards and Commissions via their staff members this <br />Wednesday, prior to Thanksgiving. <br />John Link said that he has been working with the City Manager of Mebane to set up a <br />joint meeting. Mebane has suggested that the County Commissioners consider a Monday or <br />Wednesday in January for this meeting. <br />1. SOLID WASTE MATTERS _- GREENE TRACT <br />1. Greene Tract Surveys <br />John Link outlined the process for addressing this topic. He would like to focus <br />on three areas: 1) looking at the survey efforts of the Greene Tract that the Board had asked to <br />be pursued; 2) looking at the proposed 200-foot buffer that was suggested by the Town of <br />Chapel Hill; and 3) looking at the timeframe for carrying out all of the activities in order to be <br />able to assume responsibility for solid waste management by the end of March. <br />Solid Waste Director Gayle Wilson said that the cultural and archeological survey <br />would locate and assess the probable significance and extent of any historical or archeological <br />significant local cultural resources. When the Board agrees to proceed with the surveys, he will <br />prepare a scope of work to acquire a competent firm to conduct the surveys. The biological <br />resources survey will identify endangered and threatened species or habitat to ensure that any <br />proposed or future development would not encroach on any of that type of habitat. Also, the <br />survey would include conducting a wetlands delineation and flood plain survey to identify and <br />protect wetlands containing significant aquatic life, and identify areas subject to flooding. Wilson <br />said that the schedule would be impacted significantly by how long it takes to conduct the <br />surveys and the weather in the winter months. He hopes to prepare an authorization to proceed <br />by December 17tH <br />Commissioner Brown asked about the cultural and archaeological survey and <br />how Gayle Wilson would go about finding someone to do this because there is an offer from <br />someone at the University to do the survey. <br />
