7 <br />~ 1 The Board approved amending the resolution for appointment and orientation process for <br />2 boards and commissions to require all citizens applying for the OWASA Board of Directors to sign a <br />3 disclosure form. <br />f. Orange County/Hillsborough Courtesv Review Agreement <br />5 This item was removed and placed at the end of the consent agenda for separate <br />6 consideration. <br />7 g Housing Rehabilitation Contract Award <br />8 The Board approved a housing rehabilitation contract with Taylor Home Improvements in <br />9 the amount of $23,350 at 114 Glosson Circle; Carrboro, North Carolina. <br />1o h. HOME Program: Second Mortgage Assistance <br />11 The Board approved a development agreement with Habitat for Humanity on behalf of the <br />12 Orange County HOME Consortium to provide second mortgage assistance for five low-income <br />13 families. <br />14 i. Memorandum Renewal with North State Legal Services <br />15 This item was removed and placed at the end of the consent agenda for separate <br />16 consideration. <br />17 1: Revised Scrap Tire Agreement <br />1s The Board approved and authorized the Chair to sign afour-year contract with Central <br />19 Carolina Tire for removal of scrap tires from the Orange County landfill. <br />20 <br />21 VOTE ON CONSENT AGENDA: UNANIMOUS <br />22 <br />23 ITEMS REMOVED FROM THE CONSENT AGENDA: <br />24 <br />25 d. Lease Renewal: Highway 57 Solid Waste Convenience Center <br />2b The Board considered a lease for the solid waste convenience center on Highway 57 in <br />Hillsborough Township. <br />Chair Halkiotis made reference to a statement from a citizen about getting proof of <br />29 residency in Orange County to use the solid waste collection centers. He asked about the status of <br />3o the rearview mirror tags and if they were still being used. <br />31 Solid Waste Manager from the Sanitation Division Terry Campbell explained that the <br />32 decals are still being used. Sometimes there is a problem with out-of-County waste. All sites have <br />33 telephones and radios. <br />34 A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br />35 approve and authorize the Chair to sign a lease for the solid waste convenience center on Highway <br />3b 57 in Hillsborough Township. <br />37 VOTE: UNANIMOUS <br />38 f. Orange County/Hillsborough Courtesv Review Agreement <br />39 The Board considered a courtesy review agreement with the Town of Hillsborough. <br />4o Planning Director Craig Benedict distributed a revised copy of the agreement. <br />41 Geoffrey Gledhill said that there were no substantive changes in the agreement. He said <br />42 that the language was made clearer. <br />43 A motion was made by Commissioner Gordon, seconded by Commissioner Jacobs to <br />44 approve the changes to the courtesy review agreement with the Town of Hillsborough. <br />45 VOTE: UNANIMOUS <br />46 i. Memorandum Renewal with North State Legal Services <br />47 The Board considered the renewal of a memorandum of agreement with North State <br />48 Legal Services for legal counseling and assistance required by Title III of the Older American's Act. <br />49 Commissioner Carey asked for a report on the utilization of this service. <br />5~ A motion was made by Commissioner Carey, seconded by Commissioner Gordon to <br />51~approve and authorize the Chair to sign the renewal of a memorandum of agreement with North <br />
