Boards and Commissions - BOCC ~ " ~ O ' ~ <br />The Board adapted the suggested procedure that the BOCC would like to use in <br />order to facilitate any change in Boards and Commissions and adopted the proposed Volunteer <br />Resolution, which is incorporated by reference. <br />VOTE ON CONSENT AGENDA: UNANIMOUS <br />ITEMS REMOVED FROM CONSENT AGENDA: <br />i. Budget Amendment #11 <br />The Board considered approving the budget ordinance amendments and a grant <br />project ordinance for fiscal year 2003-04. <br />Gommissioner Gordon asked for more detail on page 4 about the Efland sewer. <br />Rod Visser said that County Engineer Paul Thames has been working with the <br />Budget and Finance staff to look at financing the Efland sewer system operations. They <br />discovered #hat the County owed some money to the Town of Hillsborough based on two <br />reasons. One is that certain capital facility fees for the tap-on were received but have been kept <br />in the County's Efland Sewer Fund rather than being remitted to Hillsborough. This amount was <br />$27,504. The other aspect was that the Town of Hillsborough, when it adjusted the sewer rates, <br />the bills did not adjust the rates and the County was under billed. The Gounty will have to <br />provide funding from the General Fund to the Efland Sewer Fund to pay these bills due to <br />Hillsborough. <br />Commissioner Gordon asked if this was something that Hillsborough overlooked. <br />Rod Visser said yes, but that rt is part of the County's respansibi6ty also. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey <br />to approve the attached budget ordinance and grant project ordinance amendments far <br />Department of Social Services, Department on Aging, outside agencies, Governing and <br />Management Non-Departmental, Emergency Management, Emergency Telephone System <br />(Wireless 911}, and Efland Sewer Operating Fund. <br />VOTE: UNANIMOUS <br />L Application for Grant from the Federal Farm and Ranch Land Protection <br />Proaram for Aaricultural Conservation Easements <br />The Board considered authorizing the staff to submit a grant application to the U.S. <br />Department of Agriculture's Farm and Ranch Land Protection Program in an amount not to <br />exceed $1,000,000 prior to the May 3 deadline, with county matching funds to come from a <br />combination of alternative financing conservation easements and the Lands Legacy Fund, for <br />the purchase of farmland preservation conservation easements in Orange County. <br />Chair Jacobs painted out that Orange County is applying far up to $1,000,000 in <br />federal funds, which it would match, to protect more than 600 additional acres for farmland. The <br />County received 40% of what was available to the State two years ago. There is preliminary <br />reason to believe that the County will be successful to a large extent again this year. <br />A motion was made by Chair Jacobs, seconded by Commissioner Carey to authorize <br />the submittal of a grant application to the federal Farm and Ranch Land Protection Program in <br />an amount not to exceed $1,000,000 prior to the May 3 deadline, with County matching funds to <br />
