in the Rural Buffer would be in conflict with the <br />County's Water and Sewer Policy, since it prohibits <br />extensions outside Transition Areas with only a few <br />specific exceptions (i.e., public health emergency, <br />necessary public facility). <br />2 <br />The proposed amendment would add language to the Water <br />and Sewer Policy to allow pre-existing written service <br />agreements to be honored. The second part of the <br />amendment would make the Interim Development Standards <br />in the Zoning Ordinance and Subdivision Regulations <br />consistent with the amendment to the Water and Sewer <br />Policy. <br />The proposed amendments were presented at public <br />hearing on August 5, 1991. No citizen comments were <br />received. Commissioner Insko asked if OWASA's Board <br />of Directors had been advised of the proposed <br />amendments. <br />Following the hearing, the Planning Staff contacted <br />OWASA. OWASA Staff responded that all proper <br />procedures were followed regarding courtesy review of <br />the proposed revisions to Orange County's regulations. <br />OWASA staff and the Chair of the OWASA Board of <br />Directors determined that the amendments would be <br />consistent with OWASA's current policy (see <br />attachments) for extension of water and sewer service <br />into the University Lake Watershed. Therefore, action <br />by the OWASA Board was not necessary. <br />The Staff correspondence regarding their analysis of <br />the proposed amendments was sent tv the Board of <br />Directors as an informational item on a meeting <br />agenda. Before the land owners could actually use the <br />taps provided via the 1983 written service agreement, <br />they would have to obtain formal approval from OWASA <br />after the Board of Directors conducts a public <br />hearing. <br />On August 19, the Planning Board recommended approval <br />of the proposed amendments. <br />RECOMMENDATION: The Administration recommends approval of the proposed <br />amendments to the Water and Sewer Policy, the Zoning <br />Ordinance, and the Subdivision Regulations. <br />• <br />
