He brought <br />with him a copy of an agreement which he and his wife <br />had signed with OWASA in 1983 for the purpose of <br />conveying a parcel of land as a pump station location <br />in exchange for five water and five sewer taps. The <br />pump station and taps were installed by OWASA. The <br />land owners would now like to use the taps and develop <br />their property. <br />OWASA officials have stated that they have no <br />knowledge of other similar agreements for water and/or <br />sewer service. <br />Currently, the use of existing water and sewer taps <br />
