050
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Ag a
Item No . 1~
ACTION AGENDA ITEM ABSTRACT
Meeting Date: MARCH 15, 1988
SUBJECT: SEPTIC TANK NITRIFICATION FIELDS--DELINEATION ON PRELIMINARY/
FINAL SUBDIVISION PLATS
DEPARTMENT: PLANNING PUBLIC HEARING: Yes X No
ATTACHMENT(S): INFORMATION CONTACT:
MARVIN COLLINS, X346
PLANNING DIRECTOR 3-8-88 MEMO
TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: Consideration of policy question regarding the delineation of
primary and back-up nitrification fields on preliminary and
final subdivision plats.
.BACKGROUND: At a recent agenda review meeting, two subdivisions, Albert
S Reaves Estates and James Mark Vine, were withheld from the
Commissioners consideration, pending the collection of infor-
mation regarding the. delineation of primary and back-up nitri-
fication fields on subdivision plats. The issue emerged from
a recommendation by OWASA that the fields be denoted on such
plats.
A decision to require such notations on subdivision plats is a
question of policy. Preliminary information obtained from
Environmental Health personnel indicates that it is possible
to denote primary and back-up nitrification fields on prelimiā¢~
nary and final subdivision plats but at a greater cost to bo~t.h
the applicant and the Health Department. (See attached memo-
randum.)
RECOMMENDATION(S):
The Administration recommends further assessment of the costs
involved in a policy which requires delineation of primary and
back-up nitrification fields on subdivision plats.
Until further assessment of the costs required for such a
policy is determined, the administration recommends that
delineation of primary and back-up nitrification fields on
subdivision plats not be required.
