Discussion ensued relative to said <br />reaueat. <br />Upon motion of Commissioner Ira A. Ward, seconded by Commissioner Henry S. <br />Walker, it was moved that the Board oP County Commissioners endorse the proposed <br />legislation that would provide for an election of a state sponsored $200,000,000 <br />bond issue for public school construction. Chairman Bennett called for a vote ', <br />on the motion. Commisaionara Ira A. Ward, Henry S. Walker and Norman Walker noted: <br />aye. Commissioner William C. Ray voted nay. Chairman Bennett declared the motion _. <br />passed. ' <br />Chairman Bennett recognized C. W. Davis, Homer Davie and Mitchell Lloyd, Sr. <br />Mr. C. W. Davie was apokeaman for the group and presented a road petition signed <br />by reaidenta of old N. C. Highway 86 South requesting that improvements be made <br />to said road. Discussion ensued. <br />Upvn motion of Commissioner William C. Ray, seconded by Commissioner Norman <br />Walker, it was moved and adopted, that the Clerk to the Soard propane a letter <br />addressed to the State Highway Commissioner endorsing the requested improvements <br />to Old Highway #8b South. <br />Norman Long, County Zoning Officer, requested that the Soard set a time, date <br />and place for a public hearing on zoning matters. Tha public hearing wsa aaheduled <br />for Tuesday, July 13, 1971, at S P. M. in the Courtroom at the Courthouse in <br />Hillsborough. <br />Diacusaion ensued on the re-zoning request of W. C. Byrd. Mr. Byrd had <br />requested that a tract of land be re-zoned Prom residential to rural commercial. <br />It was noted that the tract of land did not contain the maximum number oP footage <br />required for rural aommeraisl use. <br />Upon motion of Commissioner Tra A. Ward, aeoonded by Commissioner Henry <br />Walker, it wee moved and unanimously adopted, that the request of W. .C. Byrd <br />to re-zone a treat of land from residential to rural commercial be denied on <br />the basis that said treat did not meat the meatimum number of feetage required <br />for rural commercial use. <br />Chairman Bennett then asked the Board if it was ready to consider the <br />proposed Ordinanoe entitled "AN ORDINANCE REG-LATING EXPOSING TO VIEW THE HUMAN <br />kEMALE BODY". The Soard members agreed that L. M. Cheshire, County Attorney _. <br />should proceed with the second reading of the proposed Ordinance. <br />Commissioner Henry S. Walker asked the County Attorney who would defend the <br />Ordinance if the legality of said Ordinance wsa questioned by a suit. Mr. Cheshire <br />replied that it would be the reaponaibility of the County to defend the adopted <br />Ordinance. <br />Chairman Beanett called Por a vote on the motion. Commissioners William C. <br />Ray, Henry S. Walker sad Tra A. Ward voted aye. Commissioner Norman Walker noted <br />nay. Chairman Bennett then declared the motion passed and the Ordinance duly <br />adopted. (Ordinance enrolled in Ordinance Book #l Page '#!}) <br />Chairman Bennett recognized Ebert Pierce, County Agricultural Extension <br />Chairman. Mr. Pierce reported that all the Nutrition Aida had been hired and that <br />it was too early to determine what aucaesa the program would en3oy; however, he <br />was very pleased at being able to institute the program. Mr. Pierce advised the <br />Board that ha had been assigned by the ~cteneion Service to attend summer school <br />for three weeks beginning on June 21, 1971. <br />Discussion ensued concerning the $5,000 Homestead Exemption Bill. The Board <br />re-affirmed its present position of opposing said bill. <br />Discussion ensued relative to House Bill #83l} which would allow alasaiPication <br />of farm land for ad valorem tax purposes. <br />Upon motion of Commissioner Ira A. Ward, it wsa moved and aeoonded, that the <br />Orange County Board of Commiasionera oppose House Bill #8311.. <br />Discussion ensued and Commissioner William C. Hay stated that unless some <br />tax relief was given tc the farmer then the maJarity of them would be forced to <br />leave the Farm. Chairman Bennett called for a vote on the motion. Commissioners <br />Norman Walker, Henry S. Walker and Ira A. Ward voted aye. Commissioner William C. <br />Ray voted nay. <br />
