Installation of alternating (dual) nitrification drainfield systemm for all
new structures utilizing septic tank systeaes. Septic tanks typically have a
design life of about 16 to 15 years; therefore, implestentation of measures
such as dual drainfield requirements are needed to make septic tank systems
a viable, longer-team wasttec disposal option in areas where public sewer
extensions ace not desired by the Gounty.
2. Gvnstruction of camttuiity taster distribution systems to acceptable
standards, such as oWASA Standard Specifications and requirement that if
wmmunity water and sewer facilities are allowed, there b>a a commitment to
connect such systems to the public system if it becomes available.
3. Dedication of easements which may be required to permit the orderly
extension of public water and sewer easements in t_he event such extensions
are needed in the future to alleviate a problem. This requirement should
apply to all property through which an extension of a water main oc sewer
interceptors and mains may be needed in the future. This would facilitate
the completion such extensions in an economical and timely mar>,r-er.
Thank you very much for your consideration of OWASA's position. please do not
hesitate to cx~tact Petrick Davis if you have any questions c:oncernirg these
issues.
very f y yours,
<~
Everett Billingsley
r'7.secutive Director
wp
cc: Barry Jacobs, Chairman, prangs County Flanning Board
Albert Rittrell, Interim County Manager, Orange County
Robert Mbrgan, 'ibwn Manager, 4bwn of Carrboro
David Taylor, lbws Manager, Town of Chapel Hill
Roger Waldon, Director, Planning Department, 4bwn of Chapel Hill
Roy Williford, Director, Planning Department, Tawn of Carrboro
An Equal Opportunity Employer
•
