(WSP)~ <br />(h) water and sewer utilities extended to a development <br />under this policy shall be of such design and size <br />to serve not only that development but also any <br />existing or snticlpated development within the area <br />of the development. The additional capacity to be <br />tnstatied at the time of the extension to a <br />development shall be based•on good engineering <br />practice and shall be determined by the long-range <br />plans of the utility system tp which it is <br />connected in conJunctton with assessments of <br />potential growth and service need in the area as <br />determined by Orange County.
