County Attorney <br />Gordon Baker, Finance Director <br />• As follow-up to our August 12, 1987 meeting with the County <br />Attorney, I have identified some~of his concerns about the <br />draft policies for County involvement in water/sewer <br />extensions. <br />1. Orange County, through financial participation in <br />water/sewer projects, can impose requirements which it <br />might not otherwise be able to do through the regulatory <br />process. <br />2. The eemorandum which identifies the Planning Board <br />recommend®tion is good as a report on recommended policy <br />but must be restructured and put 1n a "policy format". <br />(This is to be accomplished prior to the September 15 <br />public hearing.) <br />3. Section t6)ta) - Delete the words "line extensions" and <br />_ add "supply •and/or" before "treatment". Under the <br />present wording, extensions of water/sewer lines by <br />private individuals or corporations would not be <br />permitted. <br />4. 5ectton t6)tb) - The statement that "Orange County will <br />nat participate in projects which will benefit <br />exclusively private interests" may be a deliberate <br />restriction, but it excludes County participation <br />projects which promote economic development; i.e., <br />• <br />i <br />
