Division of Environmental Management, the N.C. <br />Division of Health Services, local school boards, the Soil <br />and Water Conservation Service, and Planning and Health <br />Departments, including Erosion Control. <br />Since the adoption of the Subdivision Regulations countywide <br />to 1978, preliminary subdivision plats have been approved <br />without all certifications or permits as required by Section <br />III-D-4-a. This procedure has been used for the following <br />reasons: <br />1. Some agencies do not respond to requests for comment <br />andlor approval or do not have adopted plans on which to <br />base comments and/or aanrovais_ <br />
