10 <br />A motion was made by Commissioner Brown, seconded by Commissioner Carey to approve <br />the proposed amendments as presented at public hearing on February 24, 1997. <br />3 VOTE: UNANIMOUS <br />4 <br />5 B. 1996-97 AUDIT PROPOSAL AND CONTRACT <br />6 A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to award <br />7 the audit contract for the fiscal year ending June 30, 1997 to Deloitte 8~ Touche, LLP, in an amount not <br />8 to exceed $56,300 and authorize the Chair to sign on behalf of the Board. <br />9 VOTE: UNANIMOUS <br />10 <br />11 ~ C. RECOGNIZING HEROISM POLICY ~p - ~- q <br />12 The County Commissioners considered a revised policy for recognizing heroism. They <br />13 decided to maintain the language in the present policy and incorporate it into the new policy. <br />14 A motion was made by Commissioner Gordon, seconded by Commissioner Halkiotis to <br />15 approve the revised policy including incorporating the language from the present policy in the revised <br />16 policy. <br />17 VOTE: UNANIMOUS <br />18 <br />19 D. MEMBERSHIP TO THE GREATER TRIANGLE REGIONAL COUNCIL -- <br />20 The Board considered whether or not to continue their membership to the Greater Triangle <br />21 Regional Council <br />22 A motion was made by Commissioner Crowther, seconded by Commissioner Carey to <br />23 approve a contribution of $1,000 to this Council. <br />24 VOTE: AYES, 2; NOS, 3 (Commissioners Brown, Gordon and Halkiotis) <br />E. BID AWARD _ PUBLIC WORKS PAVING PROJECT <br />27 A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to <br />28 award a bid and approve a contract, contingent upon Attorney and Staff review, to Blythe Constnaction, <br />29 Inc. for paving pursuant to Alternate #3 in the bid submitted April 29, 1997, in an amount not to exceed <br />30 $176,800 and to authorize the Chair to sign on behalf of the Board. <br />31 VOTE: UNANIMOUS <br />32 <br />33 F. RIVER PARK <br />34 As a member of the work group associated with this River Park, Chair Crowther made this <br />35 presentation, utilizing the map of the park site. He said that they have worked with many groups in <br />36 developing this proposal. The concept plan addresses previous concerns about the amount of acreage <br />37 for the park and the appraised value of this area which the County will continue to own. The agenda <br />38 abstract addresses the concern about additional parking for County use. On June 14, the <br />39 Occoneechee Tribe plans to do a ground blessing. The tribe will provide all funding for the Indian <br />40 Village. He asked that this be made a part of the County's master park plan. John Link said that the <br />41 lower part of the parking lot floods once every two years. He indicated this on the map of the park site. <br />42 Commissioner Halkiotis expressed a concern about the pavilion being under water. John Link said that <br />43 the 100 foot flood should not approach the area where the pavilion will be located. <br />44 <br />45 A motion was made by Chair Crowther, seconded by Commissioner Carey to approve the use <br />46 of County land located south and east of the new County Courthouse as shown on the map, as a park <br />47 site. <br />VOTE: UNANIMOUS <br />
