16 <br />. ark exemption from this proposed zoning. <br />Chair Willhoit referred this requ®st to the County Manager for <br />further study. <br />A motion was made by Chair Willhoit, seconded by Commissioner <br />Marshall to reaffirm the policy that any previous applications that had <br />received preliminary plan approval as of the effective date of the <br />adoption of the revised band Use Plan should proceed undQr the review <br />and development procedures of the regulations in effect at the time the <br />application was received. <br />voTE: ONANIMOVS. <br />C. PROCLAMATION FOR NATIONAL EMPLOY THE HANDICAPP WEEK <br />Motion was made by Commissioner Marshall, seconded by commissioner <br />Carey to adopt the proclamation for National Employ the Handicapped <br />Week. - <br />VOTEe UNANIMOUS. <br />PROCLAMATION <br />NATIONAL EMPLOY THE HANDICAPPED WEEK <br />WHEREAS, physically and mentally disabled people have been tireless in <br />seeking out employment opportunities and in overcoming vocational, <br />economic, educational and additional barriers; and <br />WHEREAS, disabled people have demonstrated to their employers and their <br />community high standards of performance and dedication to their <br />profas®ions; and <br />WHEREAS, disabled people aspire to equality in the work force, self <br />direction and self-determination in their lifestylat and <br />a WHEREAS, e~loyers, both public and private, can and do raadil testif <br />to the credentials and value of disabled employees; and y y <br />WHEREAS, everyone has the right to employment at the highest levels of <br />which they are capable and this right is not to be abridged by reason of <br />physical or mental disability; and <br />WHEREAS, dsspit® past and present efforts of employers to hire people <br />with disabilities, the unemployment level of disabled people continues <br />to ba unnecessarily high; <br />NOW, THEREFORE, the Orange County Board of Commissioners do <br />hereby proclaim the week of October 5-il, 1986 as <br />NATIONAL EMPLOY THE HANDICAPPED WEEK <br />in Oranq® County and urge public and private employers to take this <br />opportunity to determine how the employment skills and the employment <br />needs of disabled persons can best be utilized to further the <br />public/private good. <br />F. ITEM FOR D$~ISION - CONSENT A~ D <br />The Caunty Manager recommended the following action by the Board: <br />1. ADDITIO~i TO STATE ROAD SYSTEM <br />To approve a petition for addition of Governor Burke Road in <br />Wilkerson Acres Subdivision -Section II and Section III to the state <br />maintained secondary roads system. <br />
